Acting fast on its commitment with the Shri Amarnath Yatra Sangharsh Samiti, the Government has taken first major step forward by constituting a high level committee to make assessment of losses incurred to various sections of economy during recent agitation in Jammu and also in Kashmir to process their cases for compensation.
Compensation against losses to the various sectors of economy was one of the major demands put forth by the SAYSS during its negotiations with the government in Shri Amarnath land row issue. The Government had agreed in principle to process all such cases in a time bound manner and approach the Government of India for financial support. Interestingly, the Kashmir region too stands an equal beneficiary of this relief as the government had said that losses will be compensated against in both regions.
Though an exact and authentic tabulation of losses is yet to be made, but representative bodies of trade, commerce and industries in Jammu have said that losses run beyond Rs 10,000 Crores. Ram Sahai, President of Chamber of Commerce and Industries have said that the losses mount to over Rs 9600 Crores. Some other sections not covered by the CCI have also been reporting losses in hundreds of crores of rupees.
The Kashmir Chamber of Commerce and Industry had reported losses of Rs 2500 Crores upto August 10.
An official spokesman said that the State Administrative Council with Governor, Mr. N. N. Vohra, in chair, today approved the setting up of a Working Group (WG) under the Chairmanship of Chief Secretary for working out appropriate packages for financial assistance to compensate losses of the sectors of transport, trade and industries, horticulture and hoteliers and tour operators of both Jammu and Kashmir Divisions.
The Working Group will have Administrative Secretaries of Planning, Finance, Agriculture, General Administration, Industries & Commerce, Tourism and Transport departments as its members.
With a view to making the exercise meaningful, a nominee each from Jammu and Kashmir Divisions, representing the affected sections, will be associated with the deliberations of the Working Group. The WG will finalize its recommendations within two months for approaching the Central Government for financial support to the State Government for this purpose.
