In its final negotiations with the Shri Amarnath Yatra Sangharsh Samiti on an array of issues –besides the core issue of land –the Government had agreed to drop minor cases pending against agitators and examine those serious in nature. However, compilation of data from 10 districts of Jammu region reveals that examining cases on their individual merit may be an uphill task as more than 700 First Information Reports (FIRs) have been lodged over past two months in different police stations of the region. The ‘Charter of Demands’ presented by the Shri Amarnath Yatra Sangharsh Samiti before the four-member official panel headed by Governor’s Advisor Dr Sudhir Singh Bloeria had, among other things, asked for dropping cases against agitators booked under various Police Stations. This point was agreed upon by the Government though by following the necessary formalities. In its agenda point on the final agreement with SAYSS, the government had said, 'in particular, as regards the registration of criminal cases against various persons during the period of agitation, it is agreed that all cases of non-serious nature which shall mean bailable and compoundable will be withdrawn. The remaining cases will be reviewed, on the merits of each case, by a Committee headed by Shri Anil Goswami, Principal Secretary (Home) within 60 days. Till the completion of this process, no action will be taken in such cases. Also, specific allegations of atrocities on agitators, based on prima-facie evidence, could also be looked into by this Committee”. This may be a severely uphill task for the Government if each case is to be examined at its individual merit. Details gathered from various parts of the region say that more than 700 FIRs have been lodged at various Police Stations. 700 FIRs does not mean the same number of persons booked. In many cases each FIR arrays more than 20 persons. Meanwhile, the Administrative Council approved the processing of cases by Home Department in a time bound manner both for Jammu and Kashmir Divisions for grant of ex-gratia relief in favour of the next of kin of deceased and in favour of permanently disabled and injured, covered under the provisions of existing rules of the State Government notified vide Government Order No. 723-GR (GAD) of 1990 dated 10.07.1990, as amended from time to time. |
