Calling for a holistic approach to deal with the problems of economically weaker and socially deprived segments of the society, the Governor N N Vohra today observed that the schemes under various social welfare schemes needed to be implemented with a missionary spirit for achieving the targeted objectives. Reviewing the functioning of various wings of the Social Welfare Department, here this morning, the Governor made a special reference to the Integrated Child Development Scheme and called for effective coordination among various departments to promote child welfare and stressed the need for enhancing the capabilities of mothers to adequately look after the nutritional requirements of their children. Vohra said that the priorities of the Government were focused towards social, economic and educational development of the weaker sections of the society, besides uplift of the destitute and the physically challenged and stressed the high importance of ensuring the welfare of neglected groups like women and children in the remote and difficult rural areas. Making a mention of the blind population, he called for initiating preventive and remedial measures along side providing them the required financial assistance. Vohra directed for releasing the financial assistance due for the second quarter of the current fiscal under the Integrated Social Security Scheme by the next month. He was informed that this scheme benefits 1.60 lakh persons belonging to various segments of the society. Another 40, 000 beneficiaries were also being covered under the scheme. The Governor laid stress on the opening of hostels for the Gujjar and Bakerwal girls in remote areas and called for a locational policy in this regard in relation to the educational needs of the community. He suggested that the quantum of scholarship for the needy Gujjar girls may be suitably enhanced to give fillip to their education. Vohra also sought the time-bound implementation of Crèche on an extended scale, observing that with the change in times, the rural women too were moving out for jobs in order to supplement their family income. He said that women empowerment was a key to prosperous and harmonious social order. The Governor was informed that under the ICDS program, 140 centres were functioning in the State with a sanctioned strength of 25,483 Anganwari Centres. Of these, 18772 already existed. Under phase-IInd of the ICD Scheme, the Centre had sanctioned 6711 Anganwari Centres for Jammu and Kashmir. The recruitment process for selection of Anganwari workers/helpers for these newly sanctioned Anganwari Centres was almost complete and selection list for various ICDS Blocks were being issued and the process was likely to be completed by the end of this month. For the IIIrd phase, the proposal for additional 8170 Anganwari Centres had been sent to the Centre. Under yet another centrally sponsored National Foundation for Communal Harmony scheme, 5466 children rendered orphan in the wake of militancy had been covered and a financial assistance of Rs 11.71 crores provided to them. The Governor was apprised about the status of a centrally sponsored scheme for women empowerment, under which 1300 Self Help Groups (SHGs) had been set up in 13 districts of the State, except Kargil district. These Groups had about 20,000 women members. Apart from this, six block level societies have also been established. The scheme was being implemented in 13 Blocks of erstwhile 13 Districts of the State. Under this scheme, 13 women community halls have been constructed in the blocks where the scheme has been implemented. Out of these, four community halls have been handed over to SHGs The Governor suggested the success stories achieved in other States, like Gujarat, where the scheme was doing well, may be studied. Vohra also reviewed various other schemes of the Department tailored for ameliorating the lot of various segments of the society including SC/ST, Gujjar & Bakerwals, physically challenged, etc. He was also given the details of the scholarships and financial assistance provided to different categories. He also reviewed the functioning of the Women Development Corporation and the State Women Commission. The Governor was given a power point presentation on the targets and achievements of various schemes under implementation in the State. |
