Act on ‘pact’ or face another stir: SAYSS

Taking a tough posture just within one week after the Jammu shutdown was called off, the Shri Amarnath Yatra Sangharsh Samiti today threatened the government to revise agitation if the promises made in the ‘August 31 Pact’ were not implemented forthwith.
The Shri Amarnath Yatra Sangharsh Samiti (SAYSS) –which spearheaded 63-day long agitation on the shrine land issue –has alleged that despite an agreement reached at with consensus, the government agencies were still harassing the people against whom cases were registered during agitation. The Samiti also pointed out that the Police officers accused of excesses on the agitators have not been punished even though the Governor’s panel –which negotiated with the Samiti –had clearly agreed to take action against all such officers.
Addressing a press conference here this afternoon, the Samiti convener, Leela Karan Sharma recalled that as part of agreement the Governor's panel had promised to withdraw criminal cases against agitators. The Governor's Panel during the deliberations before the agreement had promised that all cases including those who were arrested under Public Safety Act (PSA) would be withdrawn. It was promised that a high level committee headed by Principal Secretary (Home) Anil Goswami would review all the cases. It is observed that the Government has not taken any serious effort to activate the committee, as promised in the agreement.
He said that it was promised during the deliberations that this committee would also look into the cases of atrocities committed by the police on peaceful agitators. The Governor's Panel had promised to take action against the erring officers who were responsible for committing atrocities on innocent people before the committee starts its working. It is unfortunate that the authorities have not taken any action against the officers despite being the fact that number of sufficient evidences available in print and electronic media to prosecute these officers.
The Sangharsh Samiti expressed its dismay that despite availability of ample evidences against many Police officers including one Deputy Superintendent of Police ML Kaith who was allegedly involved in pouring liquor and patrol on the body of martyr Kudeep Verma.
It is clearly mentioned in point number 4 of the agreement, "in particular, as regards the registration of criminal cases against various persons during the period of agitation, it is agreed that all cases of non-serious nature which shall mean bailable and compoundable will be withdrawn. The remaining cases will be revived, on merits of each case, by a committee headed by Shri Anil Goswami, Principal Secretary (Home) within 60 days. Till the completion of this process, no action will be taken in such cases. Specific allegations of atrocities on agitators, based on prima facie evidence, could also be looked into by this Committee".
Sangharsh Samiti observed that government has falsely implicating some employees for their involvement in the mass movement. Instead of taking action against the real culprits whose involvements have been already established in communal riots in Kishtwar and Poonch, state government has been harassing and victimizing Hindu employees to appease fundamentalist and separatist elements.
The Sangharsh Samiti also expressed its anguish over indifferent attitude of the authorities towards releasing compensation for the traders, businessmen, transporters and those related with hotel and tourism industry. In also a matter of concern that the Government has yet not release ex-gratia in favour of the next of the kin who attained martyrdom during the agitation.
Sangharsh Samiti reminded the state government that the 63 days long agitation has been suspended following the agreement. If government continued to backtrack from the agreement, the Sangarsh Samiti would not hesitate to revive the suspended agitation.
