‘Elections without delimitation of the assembly constituencies would be meaningless’; so far the Jammu region is concerned as it shall continue to remain under the subjugation of Kashmiri leadership which commands a majority as per the present seat arrangements, said Prof Bhim Singh Chairman JKNPP in a memorandum submitted to the Election Commission here today. A high power delegation of the party led by its chairman Prof Singh and comprising Harshdev Singh, Yashpal Kundal and Sanjoy Sachdev president Delhi unit which called on Chief Election Commissioner and two Election Commissioners presented a 12-point memorandum arguing the need for holding delimitation of the assembly constituencies, a mandatory provision in Jammu and Kashmir Constitution after every census’. Pointing out that election without delimitation of assembly constituencies would be a ‘meaningless exercise’; Prof Singh alleged that Jammu region continues to suffer from neglect and deprivation for the last six decades due to a highly unjust allocation of assembly and parliamentary seats. The present allocation of seats has been made in violation of all laws and provisions governing the delimitation of constituencies in the past. Prof Singh told the CEC that election to the state assembly in Jammu and Kashmir without delimitation shall be unconstitutional and illegal, besides against the aspirations and constitutional rights of the people of the state and strongly pleaded for ensuring justice to Jammu region by providing equitable share to it as per the mandate of Section 4 of the Representation of Peoples Act. Criticizing the state administration for discriminating against the JKNPP workers and leaders to deter them from participating in the election process, Prof Singh quoted several instances and names of the party leaders who have been deprived of their security cover and demanded adequate security to the party candidates and its leaders at par with other recognized political parties in the state. The JKNPP in a handout claimed to have pointed out that ‘free and fair elections were not possible as long as the Congress touts and its domestic servants were not thrown out of the administration holding key positions to rig polls in favour of Congress party’. The party urged the Election Commission to ensure franchise to the Jammu migrants at Talwara and other places as has been done in case of Kashmiri migrants, besides comprehensive revision of electoral rolls. |
