Executive body of AJKGEA holds meeting, discuss demands

Jammu, Dec 28: The executive body of All J&K Graduate Engineers Association Civil (AJKGEA) was held today at Lok Nirman Bhawan in which various issues of graduate engineers were discussed.
The meeting was held under the chairmanship of its State President Er. Gandeep Pargal. The meeting discuss the demands which include filling of all the vacant posts by way of promotions strictly as per engineering gazetted service rules, regularization of services of engineers at all levels with one time relaxation of APRs and on the basis of Integrity certificate as done by other deptts in the past to boost the morale of subordinate staff, Review of engineering cadre, issuance of SRO for release of running grades for in service Graduate Engineers at par with Doctors as agreed upon by previous Cabinet as well as Governor before removal of Article 370.
The non serious approach of the Administration was criticised as after a long struggle, Engineers were assured of granting Running grades/Assured career progression (ACP) at par with Doctors in the floor of the house of State Assembly (Cabinet Memo also issued) and subsequently two erstwhile Lt Governors also promised to grant ACP in favour of engineers but till date nothing in our hands. A number of posts of A.Es, A.E.Es, XENs, SEs and Chief Engineers are lying vacant in R&B as well as Jal Shakti Deptt since long and needs to be filled in on fast track basis for removing stagnation at different levels.
At present, many of the engineers are holding additional charge of various Gazetted Posts which are adversely affecting efficiency of work. It was further demanded that UT Administration should devise such a mechanism that no post should remain vacant for more than one month. Miserable condition of Graduate Engineers of the state was highlighted and told that how eagerly Engineers are waiting for their first ever confirmation as Assistant Engineer for the last 17 years. Many of them are retiring now as unconfirmed and in Junior Engineers Grade.
Due to delay in promotion at all levels, many posts are filled up by allied Engineering Departments as per their own convenience. Engineering Cadre was last time reviewed in 1987 but during the last 33 years, lot of expansion have occurred in various Departments due to creation of new Administrative Units and Districts but Engineering Cadre has not been reviewed proportionality due to which problem is generated in promotions as well as regularization of Services of Engineers and has become demoralizing factor for Engineers.
Now, Engineering Cadre in R&B as well as Jal Shakti Deptt needs to be reviewed for proper cadre management. It was also informed that during Covid 19 engineers have really worked like warriors and some nited engineers have also sacrificed their lives while performing their duties and their relief package should also be at par with Corona warriors.
Moreover, Association has also apprised our demands to our Administrative Secretaries and also expected to meet Honourable L.G of UT of J&K during coming week and if during one months, our genuine demands are not conceded, engineers will be left only with the agitational path to get their demands fulfilled.
Prominent among those from who were present in the meeting and spoke on this occasion included Er. Mujib Tak(State Patron), Er.Gopal Sharma, Er.Anil Thapa, Er.Sanjay Gupta, Er.Ajay Gupta, Er.Neeraj Sharma, Er. Ashish Bhasin, Er.Vikram Dogra, Er.Kulbhushan Bhau, Er.Arafat Masud, Er.Rajan Mengi and many others. Besides, Chief Engineers and Superintending Engineers from various deptts were also present.
