Vohra's passive posture on delimitation

Will Governor,N.N.Vohra,concede the demand of various political parties for establishing a Delimitation Commission ?The Governor,according to experts,can use his constitutional authority for reversing the resolution of the state legislature which has blocked fresh delimitation of Assembly constituencies for next 18 years.He can simply issue a notification giving his approval for the commission.Yes the Governor can do it.But will he oblige the protagonists of the delimitation commission ?Political analysts express doubts.They say the Governor is not opposed to the demand because by now he has learnt that lack of parity between the number of Assembly segments in the Kashmir valley and the Jammu province is one of the major concerns of the Jammuites who keep on shouting loud against discrimination.
Vohra continues to be unmoved by the demand for fresh delimitation of Assembly constituencies.Being a well-known burreaucrat he must have realised that last delimitation had been carried out in 1983.So it is really injustice not only for the Jammu region but for the entire state that even after the passage of 25 years people have to wait for another 18 years for the fresh delimitation of the Assembly segments.If left to him he would not hesitate taking the initiative in this direction.But he is a helpless person.He has been rendered helpless by the events that took place soon after he assumed the office of the Governor.He has not forgotten how he was tricked by a senior PDP leader who had suggested him to write to the Government that the Amarnath Shrine Board no longer required the land after the state authorities had assured him that all the facilities for the pilgrims would be made availble on the twin mountain routes.Going by the suggeston of the former Deputy Chief Minister Vohra wrote to the Chief Minister which had resulted in the revocation of the land order.
What turmoil and turbulence followed the land revocation order in the Jammu region continues to cause insomnia to Vohra.He has lost support of the Jammuites.Now he does not want to lose whatever goodwill he had gained in Kashmir by facilitating revocation of land diversion order.No doubt he could become a hero in the eyes of the Jammuites if he okays setting up of a Delimitation commission but he fears the valley centric mainstream political parties,that have always opposed fresh delimitation, which have the potential of putting Kashmir on fire again.He has been sandwiched between the valley and Jammu,between pro-delimitation and anti-delimitation forces and between the forces that have been fomenting regional and communal divide.He is aware of the difficult task he is to handle.
It is in the light of this difficult situation Vohra seems to have preferred passive posture to aggressive attitude.For him silence is golden.He is no longer a stiff-necked bureaucrat not ready to stomach indscipline.He is both a constitutional and an executive head of the state which requires patience,and perseverance.Indications are that he would allow the steam on delimitation to freeze.He knows that it will freeze once the schedule for the poll was announced.And a brief statement from a senior BJP leader,Arun Jaitley,in which he said elections cannot wait delimitation,may be a hint for Vohra to sit on the matter like a hen sitting on its eggs.When the hen is able to hatch the eggs is not Vohra's headache.
