| Illegal, fictitious appointment of Lab Assistant | | VO produces challan against AO Education | | Early Times Reporter Jammu | Sep 11
Vigilance organization produced challan against Bashir Ahmed Zargar former Administrative Officer of Directorate of School Education Kashmir for illegal appointment of Irfana Masood r/o Rajpora Pulwama as Laboratory Assistant. Case FIR No.105/1997 P/S VOJ was registered following verifications into the allegations of illegal appointments of Lab Assistants in District Pulwama in the year 1991-92. It was alleged that Hakim Manzoor, the then Director School Education has issued illegal appointment orders in respect of Lab Assistants vide order No.592/91 dated 30.09.1991, 676/91 dated 11.10.1991 and 433/92 dated 22.10.1992 in furtherance of a criminal conspiracy with other officials of the Directorate. In the course of investigation the relevant records were seized and scrutinized. The scrutiny of the documents revealed that order No.592/91 dated 30.09.1991 pertains to the appointment of one Irfana Masood d/o Masood Ahmad r/o Rajpora, Pulwama as Lab Assistant is actually an endorsement of a non-existent order wherein the accused Administrative Officer Bashir Ahmad Zargar has fraudulently endorsed an order purported to have been issued and signed by the Director of School Education Kashmir. This order was found to have been issued on the basis of recommendations of District Development Commissioner Pulwama and District Education Officer Pulwama but the investigation found that no such recommendation were made by these two officers. The references quoted in the illegal and fake order were found to be non-existent. Investigation has further revealed that there was no post of Lab Assistant vacant in district Pulwama at the time of issuance of the impugned order and the accused Administrative Officer attached one post from district Anantnag to adjust the illegal appointee. The post of Lab Assistant is required to be filled under due process of selection by the SSRB and even the Director of School Education was not competent. The writings of the order were got examined by the experts of FSL Srinagar who certified these of being of the accused Administrative Officer. The other two orders were found to be pertaining to the illegal appointments / regularizations of class-IV employees for which substantial evidence could not be ascertained during the investigation and as such was referred to the Education department for departmental action. After completion of the investigation of the case the challan was produced in the trial court against the former Administrative Officer, who has now retired from Government service. |
