The party which ruled Jammu and Kashmir for longest period of democratic history of the state is not ready to take blames for regional discrimination against Jammu –it is a matter of compulsion for the National Conference which wants a Judicial Commission of inquiry to straighten the record of 60 years in two months. If National Conference joins the regional discrimination campaign in Jammu then it is seen as case of pot calling the kettle black. And if comes on defensive saying there is no discrimination as Dr Farooq Abdullah always claimed, then runs the risk of isolation in Jammu where political and developmental discrimination is the dominant voice ahead of forthcoming assembly elections. Therefore, the National Conference has chosen to play not only smart but also balanced. The party has called for a judicial probe to look into the allegations of regional discrimination. This demand was made this morning by NC’s provincial president Ajay Sadhotra and MLC Devinder Rana at press conference which, of course, was addressed with full concurrence of the party leadership. The party demands that the Governor N N Vohra should appoint a judicial commission headed by a sitting Supreme Court judge to probe the disparities, if any, between Jammu, the Kashmir valley and Ladakh regions of the state, Sadhotra said. The commission should be asked to submit its report within two months so that immediate remedial and corrective measures are taken to ensure that disparity, wherever it exists, is removed, he said. The commission should take an exhaustive view of socio-economic, political, developmental and employment aspects of the state over the past 60 years, he said adding that its recommendations should be binding on the Government which should implement them in a time-bound manner. Sadhotra said that the judicial commission should also look into intra-region disparities, if and as they exist, to meet the aspirations of various sub-regions of the state as well. Expressing the party's commitment to the equitable development of all the three regions of the state, he said voices of discontent are emerging from all of them of late which is a matter of grave concern for the party. Sadhotra said while the people of Jammu feel that they have been discriminated against viz-a-viz the Kashmir region, the people of Ladakh feel that they have been discriminated against viz-a-viz Kashmir and Jammu region and the people of Kashmir feel that they have been discriminated against viz-a-viz Jammu region . This is a very precarious condition which is likely going to spread discontent among the people of the three regions, there by creating a regional divide and disharmony which if not arrested, will finally lead to the disintegration of the state. The Provincial President of the National Conference said the party is deeply concerned and is a strong votary of the integrity of the state of Jammu & Kashmir. He said a situation has arisen where these voices of discontent cannot be ignored and as such the issue needs to be addressed on priority. He said the party demands that the Governor N.N. Vohra should appoint a high level Judicial Commission headed by a sitting Supreme Court Judge to hear these voices, understand the ground situation and suggest immediate remedial and corrective measures to ensure that disparity wherever it exists should be removed. He said this judicial commission should be a time bound commission which should submit its report within two months. This judicial commission should take an exhaustive view of the socio, economic, political, developmental and employment aspects over the last sixty years, said Sadhotra. He said the recommendations of the judicial commission should be binding on the government and should be implemented in a time bound manner and the said time frame should also be set by the said commission. He said the judicial commission should also look into intra region disparities if and as they exist to meet the aspirations of various sub-regions of the state as well. The commission, he said, should also lay down a transparent road map for the future. He said a judicial commission under the chairmanship of a sitting Supreme Court Judge with a stipulated time frame will go a long way to assuage the feelings of the people of the three regions and will strengthen the bonds among them. |
