CS for plugging pilferage of ration from fair price depots to markets

Calling for maintaining strict vigil and tightening the noose around ration depot dealers, indulging in pilfering ration from fair price depots to markets, the Chief Secretary SS Kapur today said that due to rise in inflation, pressure on the BPL and APL ration quotas have increased manifold.
He was speaking at a meeting to review the stock and supply position of essential commodities and the execution of works under PWD, R&B and PHE departments.
Divisional Commissioner Jammu Sudhanshu Pandey, District Development Commissioners of various districts, Director CAPD Jeet Lal Gupta Chief Engineers of PWD and PHE were present on the occasion.
Stressing on the need to monitor the stock of supplies in the different districts, Chief Secretary called for providing the monthly quotas to the far off districts of Rajouri, Poonch, Doda, Kishtwar and Ramban in time so that people do not face any inconvenience during the coming winters.
Apprising about the supply situation of ration to the different districts, Director CAPD said that, apart from dispatch of regular stock of essential commodities, additional quota is also being supplied under APL and BPL categories.
Giving an overview of the stock position of respective districts, the DDCs demanded that the quota of rice for APL category be increased, as the demand is high for the item.
DDC Kathua termed replacement of old ration cards with new photo ration cards as a redundant exercise as the number of families have increased manifold since the last census. DDC Kishtwar demanded reversal of the quota of the district from that of Jammu ie. 8 kg atta and 5 kg rice to that of Kashmir, which is 11kg rice and 4 kg atta. DDC Ramban called for improving the quality of atta being supplied to the district upon which Director CAPD assured that atta to the district would be supplied from the grinding mills of Jammu.
Chief Secretary emphasized upon plugging pilferage of ration to the market due to connivance of officers of the department and dealers. He said that there is a huge margin in the prices of commodities in the market and that available in depots of department adding that checking squads should be constituted for bringing to book those involved in pilferage of ration of depots to market. He said that the government is making concerted efforts to increase the scale of ration being supplied to the State by the Government of India for meeting the requirement of the people. Streamlining distribution mechanism to check losses during transaction should also be done, he added.
Regarding the development schemes under PWD and PHE, DDCs apprised that sufficient grants have been allocated to districts but there is need to channelize the grants to different schemes. They informed that the schemes being implemented by NBCC were left mid way resulting in great inconvenience to the people.
Kapur said that all the projects that are being implemented should be put on fast track so as to overcome the delay caused due to bandhs and hartals. He called upon all the officers to personally monitor the development works by conducting repeated surveys to the execution sites.
