| JMC Corporators gun for JC’s head | | | Early Times Report Jammu | Sept 13
Uproarious scenes emanating out of a deep rotted dissent were observed as the members of Jammu Municipal Corporation met here today after a staggering gap of seven months. More than four dozen Corporators blew their lungs out to vent ire against what they said autocratic regime of the JMC officials. In the line of fire, the Joint Commissioner of the Corporation JS Tandon came scathing attack of almost all Corporators who wanted to have him removed. The blushed faced Joint Commissioner was seen gasping for air as one after the other Corporators listed their grievances against him. Several Corporators also referred to a report carried by a local English Daily accusing the Joint Commissioner of patronizing corruption in the Corporation. The Joint Commissioner, however, could not say anything in his defence. Amidst a din in the House, a majority of Corporators were heard urging the Governor NN Vohra to remove the Joint Commissioner and restore some legitimacy to the Corporation which they said has been eroded by him. They also said that Tandon being a Mechanical Engineer was even otherwise not suited for the post and therefore he should be repatriated. The Mayor of Corporation Kavinder Gupta, Deputy Mayor Dharamveer Jamwal and the new Commissioner Parshotam Lal had very little to intervene and cool the situation down as Corporators went firing their salvos against Joint Commissioner accusing him of patronizing corruption and promoting illegal construction activities in the town. A fiery Corporator Hardeep Mankotia raised an alarm in the House when he noticed that a question listed by him has been skipped. Mankotia is reported to have managed signatures of a dozen of Corporators seeking removal of Tandon. Mankotia’s hue and cry set the motion for debate against Tandon was accused by one and all of throwing the rules to winds and undermining the position of Corporators. A senior Corporator and Chairman of the Public Health Sanitation Committee JS Soodan said in an emotionally charged tone that the Joint Commisioner Tandon is a source of humiliation to all the Corporators. “All of us have been treated shabbily by him and does not deserve to continue here anymore”, said Soodan who narrated an incident of how Tandon had snatched a file from him. “Was I a thief”, asked Soodan making all his colleagues to shout against Tandon. He said that the Joint Commissioner has not left the Corporators in a position to face their electorates as he keeps sitting on the files for months leaving public to cry for their grievances. Senior Congress leader and Gandhi Nagar Corporator, Bansi Lal Gupta informed the House that he had submitted four files to the committee related to the queries of the people but no action was taken by official for their redress despite repeated reminders. Recalling an incident of blatant ignorance of duties, Gupta said that after receiving a request from a Gandhi Nagar resident about a dump in front of their residence, the matter was brought to the notice of Joint Commissioner umpteen times but he never bothered to care. “The Joint Commissioner has shut his eyes to all illegal works and is pro-active on minor violations”, he said. Demanding his immediate removal to save grace of the JMC, Gupta observed that Tandon has allowed malls and mega complexes to come up in the town in blatant violation of rules. He also sought attention of the Corporation towards choking drainage system of Gandhi Nagar area which he represents. Intervening the speech, another Corporator Sanjay Mahey came in strong support of Bansi Lal Gupta saying that the Corporators will not allow the autocratic style of functioning of the Joint Commissioner. Former Mayor Narinder Singh questioned why meeting was being held after a gap of seventh months. He sought answer of the delay. He said that had the meeting held on monthly basis many of the works of the JMC could have met deadlines. He sought out the answer as to why their effigies were burnt by the JMC employees. He alleged breach of rules and regulations in departmental promotion committee. He said it is the responsibility of the officers to brief every Corporators about the schemes and work likely to be done. Corporator and former Mayor Manmohan Choudhary said that a decision of rupees ten thousand was mooted but till date it is not implemented. He urged that the same would be granted to social justice committee. He said that no materials whether lights or any other is provided to the corporators who can they be answerable to the people,he questioned. Corporator Parveen Gupta urged to implement right to information act. He said that lime which is being used now a day is inferior quality. He alleged bungling in the purchase of the lime by purchasing committee. He said that Chairman of the public health sanitary committee should be included in purchasing committee. Corporator Rashida Begum demanded of the lights in her area besides ten reharies will be given to her so that proper function will be performed by the workers. She said that some rupees in the grant of 25 lakhs are still left and the same would be distributed to the widows and mentally, physically challenged. Corporator Ravinder Gupta asked for Rs 5,000 cheque for deaf and dumb be provided. Corpotator Paramjeet Singh said, “we are answerable to the people and the queries of the people be redressed as soon as possible. Deputy Mayor Dharamvir Singh Jamwal asked the JMC to administration to explain as why China tour of former Finance and Housing Minister was funded and was not shared by the Srinagar Municipal Corporation. Corporator Ashok Dogra also voiced similar concerns and alleged that rampant corruption was going on in the Corporation. Another Corporator Zaffar Iqbal questioned the decision to purchase two vehicles without any proper appropriation. He alleged files are misplaced by the JMC officers submitted by them then how can they manage their records, I awestruck. Corporator Namrata Sharma blamed on JMC officers especially JS Tandon for putting obstacles on the path of the development .She said that officers are not obeyed them. Corporator Kulbush Sharma said that the parking lot made for the corporators in the premises of JMC is not available for their disposable. He demanded its availability to them. Several Corporators made a fervent demand for renaming a park in Talab Tillo area as Shaheed Kuldeep Verma Park –on the name of the martyr of Shri Amarnath Shrine land agitation. |
