Better performing departments to get more funds
Don’t shy from touring far-flung areas-Bloeria to officers

Calling for accelerating the tempo of work suffered during last three months, Advisor to Governor, Dr. S. S. Bloeria said that improvisation and innovative approach in formulating the strategy should be the key mantras to achieve the targets by respective departments. He said that more funds would automatically be available to the departments outperforming others adding that onus lies on the departmental heads to show their dexterity and innovativeness.
Addressing officers of various departments and district heads at a meeting here today, Bloeria asked the officers to work out their arithmetic so as to make up for the loss of two working months by chalking out carefully thought of plans. Stating that level of expenditure being low, there is scope for higher of performance.
Recalling a sound advice to him as Tehsildar Ramnagar by the then DC Udhampur Akbar Khan, ‘Spend as many days and nights out on tour at most public as possible’, Bloeria asked all the officers to not shy from visiting far flung areas suffering neglect in developmental activities. He was pained to note that a particular DDC has not visited his tehsil offices for last two months adding that other district officers take cue from their superiors and such behavior has a cascading effect.
Bloeria impressed upon the officers to listen to their moral authority which is mightier than any legal and administrative authority in our socio-cultural milieu. Officers who allow their personal learning to colour their administrative responsibility should question their conscious.
He said that all the heads of departments and districts are leaders in themselves and good leaders lead not by rules and regulations but by setting personal examples and displaying conviction which comes from the moral authority.
Bloeria briefed the officers to fill in the political vacuum created due to absence of elected government in the state by reaching out to people. He said touring the areas under their control and listening to people’s problems would go a long way to provide solace to masses that the administration cares for their needs. At the same time, this is an opportune time to get things done at a fast pace as political meddling is least. He asked officers to improvise their delivery system and monitoring on ground especially in service sector. He suggested that where the reach is vast, committees can be constituted to monitor delivery of services on ground.
At the same time, Bloeria exhorted upon all the officers to work earnestly to ensure that election are held in a fair and transparent manner so that democratic process is restored in the state.
Seaking on the occasion, Divisional Commissioner Jammu, Sudhanshu Pandey briefed about the functioning of various provincial and district level offices during the last three months. He stressed upon officers to rise above their routine functioning and develop innovative approach to give new direction to governance and administration.
