| JSM asks parties to unite on delimitation | | | Early Times Report Jammu | Sept 17 Reiterating the demand for delimitation of constituencies in Jammu and Kashmir after holding a fresh census before going to the polls, the Jammu State Morcha (P) feels that the parties making hue and cry for this Delimitation at the time when the elections are around the corner does not reflect their seriousness on this issue. If the parties like Indian National Congress, National Panthers Party, BJP and even the NC are serious about this issue, then Jammu State Morcha (P) calls upon these parties to form a joint front to demand and impress upon the authorities for fresh Census and Delimitation of Constituencies before the elections are held. Addressing media persons here today, Virender Gupta, Morcha president alleged that the Census of 2001 was a farce and the figures were manipulated which fact was also acknowledged by the then Union Home Minister. He said the Delimitation has to be done as per the criteria laid down in the Representation of Peoples Act – population; area; nature of terrain; accessibility as criteria and not as is being asked for by some political parties. All the parties should give a call for the boycott of the forthcoming elections if these are held before conducting the Delimitation of Constituencies. JSM (P) is of the opinion that the demand of Delimitation at this juncture when all these political parties are not ready to boycott the elections is only an attempt to mislead and befool the people of Jammu region, he added. Regretting that not a single party had launched any agitation so far for increasing the representation of people of Jammu region in the State Assembly since the last 06 years and enjoyed the fruits of power without even giving a passing thought to this Delimitation, Gupta said these parties only feel concerned about this issue whenever the fresh assembly elections are to be held just to befool the people time and again. The Congress party came to power on the assurance to the people of Jammu region that a fresh delimitation will be conducted during its tenure and also kept it in its Common Minimum Program; but remind totally silent till such time their Government was toppled. National Conference is the party which misused their 2/3 majority in the Sate Assembly against the rights of Jammu people by freezing the total number of seats and banning the Delimitation of Constituencies till 2026. Later throwing all constitutional norms to the wind, they proposed an increase of 25% seats; which would have further reduced the representation of Jammu region in the legislature.
