| Stage set for fresh rise in militancy | | | Nirbhay Jammual
Gradually the stage is being set for militants to carve out new sanctuaries for those who have recently infiltrated into Jammu and Kashmir and for those who were waiting for an opportunity for sneaking into the valley.This stage is being set neither by any Government agency nor by Pakistan but by the separatists and by a couple of mainstream political parties that incited people to violence over the land diversion issue.Whether the separatists or the minstream political parties in the valley ignited turmoil out of their ulterior motives they had never expected that militants would,ultimately,benefit from these development in which large groups of people participated in the recent Idgah Chalo or in any other march.
Except for a situation in which militants carried out series of gun and grenade attacks each day in early 90's the security scenario seems to have drifted to the level which one had experienced in the valley during 1989-93 when large groups of people had taken to the streets shouting pro-Azadi and pro-Pakistan slogans.No doubt the situation is not as bad as it was in 1989-90 when bus conductors were heard shouting "Chakoti,Chakoti"beckoning people to board the buses to cross to Chakoti in Pakistan occupied Kashmir,it is not either rosy in the sense that militants were planning to strike in a big way after they realised that a suitable turf had been laid by the separatists for them to play with guns and grenades.They did it in 1989 to disrupt the Lok Sabha election which witnesed poorest ever polling percentage.They plan to repeat it whenever the Assembly election is held in the state.
Apart from the separatits some mainstream political parties are said to be goading people to observe shutdown and hold protest demonstrations so that elections were postponed.The separatits have a purpose.They do not want the elections to be held because they believe peoples participation in the polling was being contrued as vote in favour of accession of the state with India.They want right of self-determination instead of elections to settle the Kashmir issue.And those mainstream political parties that also lend direct or indirect support to the protesters do it with a purpose.They want some breathing time so that they could set their houses in order before going to the battle of the ballot.
Despite continued infiltration of mlitants from across the border and their sporadic attacks on civilians and security peronnel militancy had been contained to a large extent after the 1996 Assembly election.Sustained anti-insurgency operations coupled with the healing touch policy,besides the rehabilitation scheme,various areas in the state had been sanitised against militancy.A stage had come when militants avoided entering into direct encounters with the security forces.These militants had been forced to bank on grenade and IED explosions for drawing blood in the state.Unfortunately all these efforts by the Government and the sacrifices of security personnel seem to have gone waste with peoples' uprising and the enhanced level of rebel activities besides the increase in the rate of ingress.This speaks that militants were preparing for kicking up fresh phase of violence.This needs multi-dimensional operations against the militants without causing much inconvenience to the civilians |
