SFDA fails to submit annual works programme | GoI withholds second installment | | EARLY TIMES REPORT JAMMU, Feb 12: The undue delay in submission of Annual Works Programme (AWP) by the State Forest Development Agencies (SFDA) to the Government of India has resulted in delay in release of the grant in aid under this programme. Sources in the department told Early Times that in order to carry out an afforestation programme under National Afforestation Programme, the executing agency, which is the State Forest Development Agency has to submit the annual work programme to be carried out in a year and subsequently for release of funds. They further said that it was observed that it was the SDFA which made undue delay in submission of Annual Work Programme due to which it got its first installment of grant in aid after much delay, which ultimately affected the pace of the National Afforestation Programme. "Not only this, even the second installment against Annual Works Programmes for the period 2010-15 was not released to the SFDA by the National Afforestation and Eco-Development Board again due to its delayed/ partial submission of requisite documents including physical and financial progress reports, utilization certificates, proposals for release of 2nd installment and audited expenditure statements," they said. They further informed that SFDA could get grants for only five times in the last ten years that too first installment and failed to avail second installment due to its negligence in completing the formalities. |
