Not Patil but system responsible for terrorism

The opposition parties demand the scalp of the Union Home Minister,Shivraj Patil,on the charge of his failure in evolving an antidote for serial blasts in various parts of the country,especially in Delhi.Patil has started receiving brickbats within the Congress.The AICC Chef,Sonia Gandhi,wants him to act fast,Presidenrt,Pratibha Singh, while expressing deep concern over the recent serial blasts,wants the states to adopt a multi-pronged conflict management and conflict resolution strategy.The media is critical of Shivraj Patil because of his habit of wearing sparkling dresses.Others accuse him of spending more time on his immaculate dress than on law and order.
Does Sivraj Patil deserve this condemnation ?Possibly not.If he deserves criticism his predecesors deserve bigger condemnation.Out of 11 bomb explosions in Delhi since 1996 seven blasts have taken place in the union capital in 1997.Was the then Home Minister replaced ?Those who criticise Patil fail to understand the pysche and the mode of operations of terrorists.During the last 25 years it has been seen that terrorists evolve a plan of their choice.They select the target.They strike at their sweet will.The past experience has shown that terrorists move on foot when they are close to the place which is to be targeted.They plant a bomb,wrapped in paper in dustbins,in tiffin boxes on cycles. They plant these explosives beneath cars and scooters in the parking zones.Invariably they get unnoticed by the close circuit TVs.Even if the CCTV catches them they are gone miles away when the blasts take place.As such Patil cannot have a magic wand which could trace the terrorists,whose mobility is as fast as that of flies.
Those in the Government and in the opposition have not so far applied their mind on whether India has developed the basic strategy for tackling the menace of militants.You cannot raise a human wall of soldiers on the LOC for checking infiltration.Round the clock patrolling is being carried out on the border,and an eight feet tall barbed wire has been raised and still the terrorists infiltrate into Jammu and Kashmir.Will you blame the Home Minister or the troops or the barbed wire fence ?The case is none too different when we talk of the mobility of terrorists in striking here the one day and there the other day.Will it be poassible for the security forces and the intelligence agencies to keep a watch on the movement of terrorists who never move about like a column of troops.They move in one's and twos when they have to strike.Is it possible for men of Patil's ministry to identify these one's and twos in a population of one crore in Delhi.?Certainly not.
Have those in the Government who criticise Patil ever realised that the existing laws in the country were too weak to pose a deterrent to terrorists.It was not Patil who scrapped POTA.It was the UPA Government that removed POTA even if it had unnerved terrorists.Has India ever thought over the treatment arrested militants receive in jails in various states?Certanly not.Experience has shown it that emaciated terrorists have put on flush on their faces and increase their physical stamina during their stay in the jails,thanks to the quality of diet and medicare they receive. Those who criticise Patil are unaware of the fact that in some muslim countries hands of robbers are chopped and,for other minor crimes the criminals are flogged to death.But in India the killers of men,women and children in scores get VIP treatment in jails,if at all arrested.So instead of blaming Patil blame the system which is too weak and outdated to stand the pressure mounted by terrorists.
