| PSA: Many may walk fee on Eid | | | EARLY TIMES REPORT JAMMU, Sept 23: Unable to meet its Eid deadline for rolling down trucks on Srinagar-Muzaffarabad road, the government is working on some good news for Kashmir Valley –various leaders arrested under the Public Safety Act during the current separatist agitation are being released. Prominent among those held under the PSA are Democratic Freedom Party leader Shabir Ahmed Shah, Coordination Committee spokesman Mussarat Aalam, Dukhtraan-e-Millat leader Aasiya Andrabi and her husband. An indication in this connection was given by the Governor NN Vohra who, while chairing a high level meeting in Srinagar, said that PSA cases are being reviewed. The meeting also understood that the cross-LoC routes –Srinagar-Muzaffarabad and Poonch-Rawalakote –will be equipped with the infrastructural facilities for trade before October 15. The meeting assumes significance as it was held close on the heels of decisions taken by the Joint Working Group on Cross-LoC Confidence Building Measures (CBMs) in New Delhi, Governor, Mr N N Vohra observed that the arrangements would be ready on Uri-Muzaffarabad route by October 15 and on Poonch-Rawalakote route by end October. The Joint Working Group has short listed the items for trade between the two sides which will be finalized in consultation with the respective Governments. Visits of Trade Delegations from the two sides are expected to materialize shortly. The meeting also reviewed various other important issues, including the review of the cases under Public Safety Act (PSA) cases of those who are in custody in connection with terrorism related activities. A high level Review Committee, including representatives of the Union Home Ministry, will be meeting towards the end of this week to undertake this exercise. While reviewing the arrangements for this year's Haj pilgrimage, it was decided that clearance of applications will not be withheld merely on the ground that a relation of the applicant is or was involved in militant activities. Those applicants against whom criminal cases, other than those related to militancy, are pending will also be cleared, subject to their getting permission from the concerned Courts. The meeting also reviewed the Law and Order situation in the State and expressed satisfaction over the resumption of normal functioning of educational institutions, business activities and implementation of developments works. Emphasis was laid on giving further impetus to developmental activities in the entire State. The losses to developmental works due to hartals will have to be made good particularly in the Valley and snow-bound areas, which have a limited working season. Meanwhile, the Government has appealed to all sections of the society in the State to cooperate in maintaining normalcy, so that the functioning of the Government offices, business related activities, working in the Courts, educational institutions and harvesting of crops is not adversely affected. The Government has reiterated its appeal for calls not being issued to observe hartals, bandhs and marches, as they put life out of gear and result in enormous sufferings to the people at large and daily wage earners in particular. |
