JKEEGA urges LG, CS to restore salary drawal through BEAMS

JAMMU, Mar 20: Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) today held a meeting here under the chairmanship of Er. Sachin Tickoo, General Secretary and attended among others by Er. Ashok Dubey Vice President, Er. M.P Singh, Provincial Secretary, Er. Rajeshwar Jamwal , Provincial Publicity Secretary, Er. Yash Paul, Organizing Secretary, Er.Parshottam Lal Sharma , Cashier, Er.Vipul Sharma-Treasurer. The participants deliberated upon the hardships faced by thirty thousand employees of PDD on account of delay in disbursal of salaries due to routing of salary through Grant in Aid mode ever since the corporations have come into existence. The members highlighted that Government had notified transfer scheme vide SO- 109 Dated: -20th March 2020 governing the unbundling of the JKPDD into corporations and protecting the interests of employees of Power Development department on deputation to these corporations. The clause 7(15) of above referred transfer scheme SO-109 states that the Liability on account of the monthly salary, allowances, etc. will be provided by the Government for which necessary provision shall be kept in annual budget. The transferee shall raise demand on this account, employer’s contribution under NPS, and on quarterly basis to the Government, the transferee shall deposit the amount deducted for GPF, SLI, etc. regularly on monthly basis to concerned offices.
However, at present salary of the staff is met out of “Grant-in-Aid” from Government instead of routing the salary component through Budget, Estimation, Allocation & Monitoring System (BEAMS), Pay Sys and same is being regulated on advance drawl basis at Secretariat level. This has led to considerable delay in the disbursement of monthly salaries/leave salary on account of the cumbersome procedure of furnishing of utilization certificates against advance drawal from the respective corporations including the salary component.
JKEEGA urges Lt Governor Manoj Sinha and Chief Secretary BVR Subarmanyam to issue instructions to Finance department for routing the salary component of Power Development department earmarked in the Budget 2021-22 through BEAMs and Pay Sys for the employees on deputation to the various corporations of PDD. This step shall help to resolve the unnecessary hardship being faced by the employees of JKPDD for salaries.
