| Kalakote cries for K-oil | | | EARLY TIMES REPORT JAMMU, Oct 5: Jammu and Kashmir has one of the best public disbursement systems but it seems to be benefiting more the officials and allied stakeholders than the real beneficiaries. Kalakote block in district Rajouri is crying with one such problem. The oil and food meant for the people, particularly living below poverty line, goes missing on the way but the local Assistant Director of Consumer Affairs and Public Disbursement System says there must be a conspiracy to defame the department. Four tankers load of kerosene oil leave Jammu for Kalakote every week but only three of them reach there for two dozens depots situated sparsely far and off in different places of the block. No one is ready to take responsibility for the fourth missing tanker. In Kalakote block, there are 24 kerosene oil depots and an equal number of ration depots. Barring one which gets supply twice a month all other depots get the kerosene oil once every month. The price for a liter of kerosene has been fixed at Rs 10 but it is usually sold at Rs 25 a liter towards end of every month as depots run out of stocks. Locals allege that if all four tankers reach Kalakote, the scarcity can not arise. A local resident of the area told EARLY TIMES that out of the four kerosene tankers meant for Kalakote block only three reach there. In winter months the supply is enhanced to six tankers a week and then only four reach there as two go missing. Many locals suspect a deal between depot runners and the local CAPD officials in swindling a full oil tank every month. When contacted, the Assistant Director CAPD Rajouri Kewal Sharma denied having knowledge of any such thing but said that this may have been happening at the Tehsil level. Kewal claimed that he has been strictly monitoring the supply position and recently cancelled licenses of three dealers on allegations of misappropriation. |
