Book ASI for murder: Court

JAMMU, Oct 6: Chief Judicial Magistrate, Jammu Y P Bourney today directed incharge police station Domana to immediately register a case under relevant section of RPC against Lal Chand ASI, and proceed expeditiously as possible since a lot of time had already been lost.
This direction was passed on a complaint filed by one Gopal Dass father of Lt. Kewal Kumar, who was allegedly killed by the ASI by beating.
According to the complaint Lal Chand ASI had a land dispute with some cooperative housing society which had engaged the deceased and one Hoishar Singh as watchman. On fateful day of February 23,204, the Lal Chand, accompanied by two constables, appeared on spot 12.30 PM and started harassing the deceased and other watchman with a view to grab the land of society which was resisted by the deceased and other watchman. During the course of their conversation, the accused attacked both the watchman, however, Hosihar Singh succeeded in fleeing away whereas the deceased Kewal Kumar was beaten severely to the extent that he could not move and was later shifted his residence by the employees. The deceased was shifted to SDH Sarwal from where he was shifted to GMC and expired on way. The complaint also approached the SSP, Additional Deputy Commissioner, Mayor JMC and local corporator. The SSP gave an amount of Rs one lakh as compensation and promised to get the case investigated but nothing has been done till date.
CJM, after perusal of statements of complainant, co-watchman Hoishar Singh and going through the complaint, directed police to register a case against the alleged accused ASI. (JNF)
