| GMC Jammu as AIIMS: Isn’t it a farce? | | For fair deal, Jammuites look towards Governor for SKIMS type autonomous institution | | EARLY TIMES REPORT JAMMU, Oct 7: For past six years, the successive regimes –at Center and State –have been promising an upgradation of the Government run Medical Colleges at Jammu and Srinagar upto the level and patterns of All India Institute of Medical Sciences AIIMS but medicos and expert of the field see this as nothing beyond a ridicule. A Rs 240 Crore project is underway –at the rate of Rs 120 Crore for each GMC –for modernizing and expansion of infrastructure and facilities. However, what all is being done is mere expansion of buildings and some proposed addition of equipments which in no way is likely to take the GMCs anywhere closer to the AIIMS or even the Srinagar based She-e-Kashmir Institute of Medical Sciences. Both AIIMS and SKIMS are deemed Universities and fully autonomous institutions which make them prestigious. The Government says that with upgradation of facilities, Jammu and Kashmir will be the first state in India with medicare facilities of AIIMS level. In fact what is being promised by the government is just an upgradation of the hospital and not making it as a Post-Graduate institute. The medical fraternity believes that it is a mere political slogan as nothing proposed is likely to change the scenario. Now all eyes are focused on the Governor NN Vohra to break far from political slogans and think of an alternative plan by proposing autonomous institution in Jammu at the level of SKIMS. Besides, catering to the growing medicare needs of region, setting of a SKIMS type institution in Jammu will also do a great deal in addressing the sentiment of regional discrimination. This way Jammu lay claim to an autonomous post graduate institute with independent Superspecialities, faculty and hospital with administrative control of its own as is being practiced in SKIMS, or AIIMS, New Delhi. As long as the present status of GMC is maintained, despite its upgradation it will continue to be an institution oscillating between the Government’s department of Health and Medical Education and the University of Jammu. In such a scenario, the hospital may have a large infrastructure but it will have nothing to boast of AIIMs status. The fully autonomous institution can have strictly non-practising faculty as applicable in SKIMS, Srinagar/A.I.I.M.S, New Delhi will result in total commitment and devotion of this faculty towards patient care and academics. “Instead of upgraded GMC, an autonomous institution can holding academic conferences in different departments involving National and International faculty thus enhancing the prestige of the Jammu region for imparting the medical trainings”, says a veteran medico Dr CL Gupta. He opines that institute will have separate financial budget from state of Jammu and Kashmir to maintain and run the hospital as applicable in SKIMS or AIIMS. Separate institution also has the advantage of claiming latest equipment for enhancement of services to the patients of the state, in general and Jammu region in particular with separate budget. There will be no financial burden on the budget of the medical college, if the institute is autonomous of the later. An autonomous institute can demand future increase in the bed strength as and when need arises, from time to time. This will also result in removing the burden on the existing bed strength as available in GMC Hospital, Jammu at present. An autonomous institute can claim separate allotment of post graduate students in addition to ones allotted in medical college, Jammu. Tids will bring the institute on the pattern of skims, Srinagar which at present has additional strength of its own allotted quota of post graduate students independent of the ones allotted to GMC, Srinagar. Therefore more seats of post graduation will be available to the region of Jammu. An autonomous institution as it grows can claim the creation of super-specialty courses e.g. DNBE , M.CH, D.M. courses in different disciplines. This will open an opportunity for the regional students to avail the above mentioned courses. At present, no such facilities are available in Jammu. Whereas such facility is available at SKIMS and AIIMS. In the long term boosting, an autonomous medical institute can claim the creation of another medical college as per increasing medical facilities demanded by the people of the region as is existent in skims, Srinagar. |
