| Peace will return to J-K: Governor | | | EARLY TIMES REPORT SRINAGAR, Oct 9: Governor, N N Vohra, today exuded confidence that peace will return in Jammu and Kashmir and the people would soon be able to lead a normal life without disturbances and interruptions. Inaugurating the new complex of the Police Headquarters here this morning, the Governor hoped that the difficult time, though what the State had passed in the past several months, would soon come to an end, paving the way for an era of peace and harmony. Vohra expressed concern over the loss of academics, for the better part of a full session, due to the protestations and said that those who caused the disruptions could not remain indifferent to the serious losses resulting in virtually writing off a full academic year of our students. "Our boys and girls have to excel in their careers and emerge as eminent persons in this age of fierce competition', he maintained. The Governor complimented the Jammu and Kashmir Police and the Central Police Forces, for braving an extremely difficult situation during the past two decades, in seeking to protect the life and property of the people. The situation was most challenging and during the past three months and the Police remained in the forefront to maintain peace and order while safeguarding the Human and Fundamental Rights of the people, he added. Vohra dwelt at length on the evolution of Police in the country since Independence and referred to the prolonged neglect and progressive politicization of the Force; inadequate budgetary support for periodic recruitments, training and continuing modernization led to Police becoming ineffectiveness even though its responsibilities for maintaining order in the face of growing challenges has been increasing day by day.. In this context, he also referred to the role of the media which had made police functioning even more challenging. On various occasions the Police have to face severe criticism, rightly or wrongly. Vohra congratulated the Jammu and Kashmir State Police for moving into a brand new Headquarters and said that this luxury was perhaps not available to Police in other States. He went round the 6-storey building and evinced keen interest in the quality of wood work in the premises particularly ‘Khatam Bandhi’. Speaking on the occasion, Advisor to Governor, Sudhir S Bloeria, eulogized Jammu and Kashmir Police for its role in fighting militancy and maintaining law and order. He said the Police have a most crucial role of preserving the life and property of the people particularly in the wake of prevailing situation in the State. Welcoming the Governor, Director General of Police, Kuldeep Khuda, said that Jammu and Kashmir has been confronted with an abnormal situation for the past two decades on account of very high level of violence, unleashed by terrorists and their mentors from across the border. He said that the Police organization came under tremendous strain while discharging its role in protecting the lives and properties of the people. He maintained that the State Police has undergone a paradigm shift, from an investigating agency entrusted with managing the routine law and order situations, to its new found role of countering the threat of terror emanating both from the frontiers as well as from the rear areas Khuda also referred to the recent protestations in the State and said that the serious law and order situation involving 20 of the 22 districts of Jammu and Kashmir was an acid test for the efficacy of the force. He said that despite various constraints and deficiencies of sophisticated weaponry, communication cover and transport, the Jammu and Kashmir Police rose to the occasion and discharged its responsibilities successfully. The DGP expressed gratitude to the Governor for sanctioning a very significant enlargement of the Railway Police and Traffic Police. He said that the addition of five more Indian Reserve Battalions was also in the pipeline. He gave a resume of construction works undertaken by the Police Housing Corporation across the State. The Managing Director, PHC gave the details of the new complex for the Police Headquarters and said that the complex spread over an area of 17 kanals, has been constructed at a cost of Rs 17 crore. Apart from other facilities, the complex has a 300 seat capacity auditorium, police museum and halls for welfare and group discussions.
