| New threat from non-Kashmiri planners | | SIMI 'silent fighters' infiltrate into J&K | | From B L KAK NEW DELHI, July 10: The government of India has directed security and intelligence agencies in Jammu and Kashmir to put in place, without any delay, a sustainable operational strategy to meet a 'new' threat from the hard-line loyalists and operatives of Students' Islamic zmovement of India (SIMI). The directive follows interception of messages, in recent days, not only in Srinagar, sumer capital of the J&K State, but also in Baramulla, Kupwara, Kulgam, Shopian, Anantnag and Lolab sector in the Valley and Rajouri and Poonch sectors of Jammu region. The messages offered two sensational inputs. First, the dreaded Hizbul Mujahideen has managed a tie-up with an unspecified number of SIMI's 'silent fighters'. Second, SIMI's operatives have, in utmost secrecy, made inroads into some educational institutions in the troubled State. Kashmir-watchers do not rule out the possibility of official connivance in relation to the facility for the 'silent fighters' of SIMI, such as inland journey in the State and development of 'secret' nexus with restive elements among the youth. The Centre has already imposed the ban on the SIMI. SIMI's loyalists and operatives, after their undetected infiltration into Jammu and Kashmir, are said to have adopted their 'UP formula'. In Utar Pradesh (UP), the SIMI has been found regrouping under a different name. What is there in a name when the game of the 'silent fighters' is help likeminded activists carry out destrictive activities. Reports about the SIMI members' infiltration, though on a minor scale so far, into J&K, led to official instructions to the security and intelligence agencies for a counter strategy, sparked animated whispers ata time when the Defence Minister, Pranab Mukherjee, and Chief of Army Staf, Gen. J.J. Singh, had publicly talked of the continuing infiltration from across the Line of Control (LoC). Even as Pakistan President, Gen. Parvez Musharraf, has, once again, demonstrated his plans against the jihadi organisations in his country, movement of Kashmir-bound militants and infiltrators has not remained a secret, particularly after the revival of activity along the Muzafarabad-Manshera road in Pakistan occupied Kashmir (PoK). Significance of this road is because of Batrasi's Jungle-Mungle area. The facilites at Batrasis's Jungle-Mungle area,which had fallen into disuse when training camps for militants were shifted to PoK in 2001, have been refurbished. Reports from across the LoC have also suggested that the sitution could be somewhat disturbing in areas bordering Jammu. According to these reports, major camps such as Harkat-ul-Mujahideen's Abdali camp at Las Danna, Baghy, the launching pads in the Chhamb area are active again. Jihadis have been found actrive at Krela and other hilltops in the Nakil region of Khuiratta, bordering Jammu. It has been officially pointed out that there is frequent infiltration, though on a minor scale, from Khuiratta into Jammu sector since February this year. Too many interest groups--from the power brokers in Islamabad to jihadi leaders and civil-military officers who have enjoyed access to unaudited funds--have a direct stake in thje 'industry of violence'. Unlike the previous years when several large groups of 30 to 50 militants each were launched daily from camaps located on the LoC, the new strategy of Pakistanis is to launch smaller groups of 10 to 15 persons, with long intervals in between.
