Cop booked for issuing fake order

JAMMU, Oct 15: Crime Branch, Jammu has produced challan against accused person namely HC Kuldeep Singh No. 749/IR Ist Bn S/o Sh Maan Singh R/o Simbal Morh Tehsil R.S. Pura District Jammu in case FIR no. 28 / 2003 U/S 420, 467, 468, 471 RPC r/w 5(2) PC act investigated by Crime Branch in the court of Spl Judge Anti corruption Jammu.
Brief facts of the case are that a case was registered in P/S Gandhi Nagar on the report of Sh. Gh. Mohd Skeikh SP, Staff Officer to ADGP Armed police J&K. The complainant, after conducting the departmental enquiry had recommended or registration of case. Wherein it is alleged that HC Kuldeep Singh NO. 749 /IR Ist had with criminal intention and after accepting illegal gratification from officer /officials of Armed Police issued fake transfer order of these officials form Bn to Bn of their choice. The fake orders bore the original signatures of ADGP Armed police which led the commandants of so the case was registered in P/S Gandhi Nagar, Jammu and was subsequently transferred to crime branch Jammu for investigation
During the course of investigation, statements of witnesses acquainted with the facts and circumstances of case were recorded and relevant record including the fake transfer order were collected /seized. It transpired during course of investigation that accused Kuldeep Singh was appointed in Armed Police in 1980 and remained posted as IIC. He visited Armed Police Hqrs Sringar where he collected Dak for his Bn i.e IRP 1st Bn and in thedak, he found two orders bearing No. 572/2000 dated 29.07.2000 and 551/2000 dated 26.07.2000. the said accused prepared a fake order have same number on a computer at Srinagar in which the inserted names of officials including his own name as transferred from one Bn to another. Space for signature of ADGP Armed was blank and lateron pasted a slip cut from original order, bearing original signature of ADGP Armed at the blank space and then copied it through photo copier from the same shop this making the above order as genuine.
During the course of investigation, investigation officer obtained the specimen signature of accused and referred the same to FSL along with the questioned fake writings on the transfer orders for comparison and expert opinion. The report received from FSL was found positive. The investigation revealed that accused has manipulated forget orders of the officials of Armed Police from one Bn to another for his pecuniary benefits and thus cheated the department. In view of RPC r/w 5(2) PC Act prima facie established against the accused person which has been challaned in court law judicial determination.
