RATE OF ELIMINATION OF FOREIGN MILITANTS DECLINING

Srinagar, September 12:-Following difficulties in establishing bases in major towns of the state the level of killing of foreign militants in the operations of the security forces has registered a marked decline during the last five years.
According to the state Government figures as many as 508 foreign mercenaries, most of them hailing from Pakistan and occupied Kashmir, were killed in encounters and operations launched by the security forces in 2002.The number of elimination of these guest militants dropped to 370 in 2003 and 289 in 2004.
The Government report said that last year 195 mercenaries were eliminated and this year 104 were killed till september 10 when there has been no marked fall in the level of infiltration of militants from across the LOC.
Police authorities said that the fall in the rate of elimination of foreign militants was the result of two factors. One, the rebels from Pakistan and occupied Kashmir usually operated in the towns,especially in the city of Srinagar where they would get killed in operations launched by the security forces.
A senior police officer told Kashmir Independent Press,” it had become difficult for foreign militants to establish their hideouts in Srinagar city and other major towns where the security grid had been strengthened”.
Secondly, more than one score of field commanders of foreign mercenaries dominated rebel groups were eliminated and half a dozen of them were arrested during the last three years.The police authorities said that this had forced foreign militants to guide operations from the remote and hilly areas of the state.
In reply to a question the police authorities said that as compared to earlier years foreign mercenaries were finding it difficult to recruit local boys in their outfits because majority of people were fed up with prolonged violence and bloodshed.
The police said that these foreign mercenaries had adopted a new strategy by smuggling into Jammu and Kashmir CDs exhibiting various arms training courses being given to fresh recruits in Pakistan and occupied Kashmir.
The security forces had seized 10 cassette discs from two Pakistan militants,Abu Katra and Abu Osama, belonging to Lashkar-i-Toiba outfit,after they were killed while infiltrating in Poonch area at village Gursai on August 10.These cassettes carried details of arms trainings, including firing on the horseback, crawling and other tactics needed for fighting security forces. These discs also featured songs that would incite the youth.
Inspector General Police, Jammu range, Dr S.P.Vaid said that these CDs were being smuggled to motivate the local youth to join arms training camps across the border as response from the youth belonging to the state had markedly dwindled during the last five years
