| Corruption may thrive in the name of UGC rating? | | | NIRBHAY JAMMUAL
The University Grants Commission(UGC) has recommended rating of teachers so that the builders of nation do justice to the job of teaching.The UGC's recommendation follows complaints that teachers were not trying to be sincere to their profession with the result the student community in colleges and universities did not receive what they deserve by way of better education.The Finance Minister of Punjab,Manpreet Badal,has suggested rating for politicians and bureaucrats.Both the UGC and the Punjab Finance Minister deserve appreciation for making sound suggestions.When students are rated either through examinations or through internal assessment why should not teachers,politicians and bureaucrats who guide the destiny of the nation be rated ?During the rating of students those who are below average are eiher given another chance for improvement or are catalogued in the list of failed candidates.Why should not the same yardstick be applied to teachers,politicians nd bureaucrats ? However,both the UGC and Manpreet Badal have not divulged the name of the institution or the panel of experts who would carry out rating of teachers,politicians and bureaucrats.If they are asked to explain it they would suggest setting up of a commisson of experts for carrying out rating.It will be difficult for them to select the names who could constitute separate commissions.Suppose you have commissions in each state besides at the centre for rating politicians.Another commission for rating bureaucrats and yet another for rating teachers.What is the gurantee that members of these commissions are scrupulously honest and capable enough to rate politicians.It will be like the Accountability commission in Jammu and Kashmir which has resorted to the practice of catching the fish and leave free the sharks among the bureaucrats and politicians.What is the gurantee that teams constituted for rating teachers,politicians and bureaucrats do not indulge in favouritism,casteism communalism and regionalism ?Do olny teachers,politicians and bureaucrats are required to be rated ?What about men in other Government professions ?In the private sector there is no need for rating because the bosses or the owners of the companies keep on rating the employees on the basis of their performance.Once any employee's rating is below average he or she is shown the door.The owners do not sanction annual increment in favour of those whose rating is just above average. By introducing the rating system you may simply be giving birth to another corrupt bodies.This is what one finds in the vigilance organisations and the CBI.If one does not believe it one may see the record on the number of CBI officials getting arrested while accepting bribe.See the state of affairs in the Public Service Commissions and the subordinate services selection Boards where merit gets sacrificed on the altar of favouritism and nepotism.The history of Indian democracy is perculiar. Honest and efficient politicians invariably lose the elections and the ruffians win it.If politicians are to be rated this assignment should be given to the voters.If teachers are to be rated this job be given to the students.If bureaucrats are to be rated it should be done by those who visit Government offices for redress of their grievances.If doctors are to be rated it needs to be done by the outdoor and indoor patients.Whether it is the Government or the UGC they should learn from the private sector the trick of rating.If they do not it they should forget about rating. |
