| JU holds academic discussion on delimitation | | | EARLY TIMES REPORT JAMMU, Oct 20: Universal Foundation, in collaboration with Department of Economics, University of Jammu, organized a workshop on "Delimitation of Constituencies in Jammu and Kashmir: Problems and Prospects" here at Rajinder Singh Auditorium, Jammu University today. Prominent personalities of politics, education and civil society deliberated upon the topic. In his welcome address, HOD, Department of Economics, Professor Rajender Gupta noted that delimitation had become a burning issue and more complicated with the Governor of the State, N N Vohra opining that as Governor he did not have the powers to amend the State Constitution which would be required to begin with the process of delimitation. Ashok Sharma, MLC and leader JKPCC accepted that this was an uphill task and urged unity among Jammu's population and politicians to achieve this. He recounted his experience in other agitations aimed at achieving this but they had failed. Sharma further said that we have to rethink and find how to come up with a solution to this problem so that justice is given to the people of Jammu region. Prof Hari Om, state vice president and spokesperson, BJP and the Maharaja Gulab Singh Chair Professor of History used data extensively to argue how blatant the discrimination against Jammu is. He said that subversion of democratic setup in Jammu and Kashmir started from 1951 and since then Jammu has been ignored and deprived from its legitimate share either in assembly or in development sectors. Meanwhile, HOD, Department of Economics, Professor Rajender Gupta asked why the Jammu was going for elections when after the elections the chances of delimitation would be nil as MLAs from Kashmir who would oppose such moves formed a majority in the House. Jammu and Kashmir National Panthers Party (JKNPP) chief spokesperson and former minister Harsh Dev Singh dealt with these issues at length and warned the audience that the issue was far more serious than it was thought of. The amendment made to freeze delimitation by the NC Government in 2002 did not merely freeze it till 2026, but de facto froze it till 2035. Others who spoke on the occasion were Professor Nirmal Gupta of the Department of Economics and Engineer Madan Dogra.. The workshop was chaired by journalist, Sant Kumar Sharma who also spoke on the issue and commented on attitudes that prevailed in the state and had resulted in this state of affairs.
