Kupwara -5 segments, 3.41 lakh voters going polls in third phase
TOUR ACROSS CONSTITUENCIES-I

Kupwara, the northern-most district of Kashmir Valley, is going to polls on November 30, 2008 during the third phase to elect 5 candidates from as many Assembly constituencies. These constituencies are Karnah, Kupwara, Lolab, Handwara and Langate. The total electorate that will exercise their right to vote is 3,41,004, which includes 1,77,860 male and 1,63,144 female voters. The electorate in 2008 elections has comparatively increased from 2,95,756 in the 2002 elections. The total number of polling stations in 2008 Assembly elections in these five constituencies of Kupwara district is 448 as compared to 399 in 2002.

KARNAH
The total number of electorate in Karnah constituency for 2008 elections is 26,591 comprising 13,613 male and 12,978 female voters. The total number of polling stations in the constituency is 58. This Assembly constituency was won by Mr. Kafil-ul-Rehman of National Conference (NC) in 2002 election, who polled 8,707 votes defeating his nearest rival Mr. Sikandar Khan of the Indian National Congress (INC) by 1,988 votes. Mr. Sikandar Khan polled 6,719 votes. The poll percentage in 2002 was 65.36.
The Karnah Assembly constituency was represented by Mr. Mohammad Yunis Khan of NC in the years 1957 and 1962. He again won the seat in 1967 on a Congress ticket. However, the constituency was won in 1972 by Mr. Yaseen Shah as n independent candidate. In 1977, NC candidate Mr. Ghulam Qadir was elected from the constituency. In 1983, Karnah Assembly constituency was represented by Mr. Abdul Gani Lone of People's Conference while as in 1987, Mr. Sharif-ud-Din Shariq of NC won from this constituency. In the 1996 elections, NC candidate Mr. Kafil-ul-Rehman was elected from Karnah constituency.

KUPWARA –
This Assembly constituency has 90,594 registered electorate for the coming 2008 elections which includes 46,974 male and 43,620 female voters. The constituency had 80,536 registered voters in 2002. The total number of polling stations in the constituency is 111. Sitting MLA Mir Saifullah of NC retained the seat in 2002 securing 19,233 votes out of 41,836 votes polled. Mr. Mir Saifullah defeated his nearest rival Mr. Ghulam Qadir Mir, an independent candidate, by a narrow margin of 132 votes. While Mr. Qadir Mir polled19,101 votes the overall poll percentage in 2002 was 51.94.
The Kupwara constituency was first represented by Mr. Mohammad Sultan Tantray of NC in 1957 and 1962 elections. Mr. Tantray again won the seat in 1967 as a Congress candidate. In 1972, Mr. Ghulam Mohammad Shah of NC won the seat while as Indian National Congress candidate Mr. Assadullah Shah won the elections from this constituency in 1977. This constituency was represented by NC candidates Peer Abdul Gani in 1983 and Mr. Mushtaq Ahmad Lone in 1987 respectively. In 1996, Mir Saifullah won the Assembly constituency as NC candidate.

LOLAB –
This is the third constituency of district Kupwara where a total of 85,474 voters have been registered for 2008 elections including 45,069 male and 40,405 female voters. The total number of electorate in this constituency was 72,715 in the year 2002. The total number of polling stations in the constituency is 110. Mr. Qaiser Jamshed Lone of NC was elected from this constituency in 2002 securing 14,408 votes out of 34,093 votes polled. The poll percentage was 46.88. Mr. Qaiser defeated his nearest rival Mr. Abdul Haq Khan, an independent candidate, by a margin of 1,996 votes. Mr. Khan polled 12,412 votes.
Lolab constituency was represented by NC candidate Mr. Ghulam Nabi Wani in 1957 and 1962. Mr. Wani again won the constituency in 1967 as a Congress candidate. In 1972, Mr. Saifullah Bhat of Indian National Congress was declared winner from the Assembly constituency. The Lolab constituency was then merged and reconstituted in 1995. Mr. Mushtaq Ahmed Lone of NC was declared elected from this constituency in 1996.

HANDWARA –
Handwara Assembly constituency is the fourth constituency of Kupwara district. There are a total of 78,118 registered electorate for 2008 elections including 40,549 male and 37,569 female voters. The total number of electorate was 64,056 in 2002 elections. The total number of polling stations in the constituency is 93. Independent candidate Sofi Ghulam Mohi-ud-Din was elected from this constituency in 2002 securing 15,389 votes out of a total of 32,976 votes polled. The poll percentage was recorded at 51.47. Mr. Sofi won by a margin of 2,997 votes defeating NC candidate Choudhary Mohammad Ramzan, who polled 12,392 votes.
The Handwara constituency was won by NC candidate Mr. Ghulam Qadir Masala in 1957. Mr. Abdul Gani Mir won from Handwara in 1962 as an independent candidate. While Mr. Abdul Gani Lone won in 1967 and 1972 from Handwara constituency as a Congress candidate, he again won the seat in 1977 as a Janta Party candidate. Choudhary Mohammad Ramzan has won the constituency in 1983, 1987 and 1996 elections as a NC candidate.

LANGATE –
Langate is the fifth constituency falling in Kupwara district with 60,227 registered voters including 31,655 male and 28,572 female voters for 2008 elections. In comparison, there were 49,501 voters for the 2002 elections. The total number of polling stations in the constituency is 76. Mr. Sharief-ud-Din Shariq of the NC won the Assembly constituency in 2002 elections when he defeated his nearest rival Mr. Sultan Panditpuri of PDP by a margin of 2,400 votes. Mr. Shariq polled 8,058 votes out of the total 26,717 votes polled. Mr. Panditpuri polled 5,658 votes. The total poll percentage was recorded at 53.97.
In 1957 and 1962, Langate constituency was represented by NC candidate Mr. Ghulam Mohamamd Wani. In 1967 and 1972, Congres candidate Mr. Abdul Gani Mir won the Assembly constituency while as in 1977 Mr. Mohammad Sultan Ganai of NC represented the constituency. NC candidate Mr. Abdul Ahad Wani represented in the constituency in 1983, 1987 and 1996 elections. Mr. Mohammad Sultan Panditpuri of PDP also represented this constituency after winning the by-election, following the demise of Mr. Abdul Ahad Wani.
