With the announcement of the poll shedule for Jammu and Kashmir agencies across the LOC may try to push up the rate of infiltration of militants into the state.Already several hundred militants have been brought on the launching pads across Poonch,Rajouri,Kpwara,Machel,Tangdhar and Gurez sectors.They are on the launching pads not for boarding a satellite.They are there with guns and grenades not for sightseeing.They are close to the border without any invitation from the Governor,N.N.Vohra.They are not visitors keen to spent time in holidaying in Jammu and Kashmir.They have been brought to the launching pads for being pushed into Jammu and Kashmir.It is not a film script.It is based on reality.If you need any evidence go through the reports in recent weeks and you will be convinced that groups of militants were being aided and assisted in sneaking into Jammu and Kashmir as during the recent weeks more than 15 infiltrators have been killed and the Indian troops foiled at least 20 infiltration bids.This time the agencies across the LOC have engaged professional guides who were to assist militants in crossing over the Indian territory.Couple of these guides have been taken into custody.
Official reports say that agencies across the LOC have set the target of pushing atleast 1,000 militants into Jammu and Kashmir with one assignment of disrupting the ensuing Assembly election in the state.The time chosen for pushing up the rate of ingress is appropriate,as they think so,because after a couple of months heavy snow could make the border routes impassable.Now that the election has not been postponed agencies across the border want to see large groups of militants active in Jammu and Kashmir so that any exercise on holding the poll was announced it was greeted with gun fire and grenade blasts needed to keep people away from participating in the poll process.What will the Pakistani agencies achieve by getting the election either disrupted or wrecked or completed without massive participation from the voters ?The agenda of these agencies is well defined.They want to demonstrate through poor polling percentage that people in Kashmir want either refrendum or right of self-determination or a plebiscite.They want to convey to the world that people in Kashmir believe that elections were not going to settle the Kashmir issue.Thus any attempt by the Government at involving people in the poll process and at improving the security senario did not succeed.
According to informed sources another purpose for the Pakistani agencies to foment militancy related violence by hiking the level of infiltration was to free Pakistan of the menace of terrorism.No doubt young boys received arms training in camps in Pakistan and occupied Kashmir,these very boys had started adding to the aches of Islamabad by carrying out suicide attacks on police headquarters,vital Government installations and at crowded places.These boys have been,during the trraining period,fully indoctrinated in carrying out Jehad in Kashmir.When they find it difficult to cross into Jammu and Kashmir in large groups they do not want to remain idle.They are gun crazy.They cherish shedding blood.So they have targeted the Government that financed their training.The Pakistani gencies have decided to adopt a plan under which Islamabad will,on one hand,talk of peace and confidence building measures and,on the other hand,prepare for Jehad through the boys trained by the Pakistani troops.Under the same plan Islamabad supports cross-LOC trade on one hand and raise objection if it finds India violating the Indus Water Treaty of 1960.The same very plan has another countour.Militants operating in the Kashmir valley have been asked to ensure that separatists neither participated in the poll process nor were they in a position to accept Prime Minister,Manmohan Singh's offer for talks.Yes,these separatists can be given a chance to hold talk with the Government of India if they force Delhi to confine those parleys to the settlement of the Kashmir issue.This way Islamabad's political diplomacy is much superior to the one being pursued by Delhi.Whether it is Zardari or Nawaz Sharif or some other military general in power in Islamabad no one can alter this policy. |
