BARAMULLA: 5.18 lac voters, 7 segments; going polls on Dec 7

JAMMU, Oct 22: Baramulla district, lying in picturesque north Kashmir, is going to polls on December 7, 2008 during the fourth phase of the Assembly polls to elect 7 candidates from as many Assembly constituencies. These constituencies are Uri, Rafiabad, Sopore, Sangrama, Baramulla, Gulmarg and Pattan. The total electorate that will exercise their right to vote is 5,18,215, which includes 2,68,347 male and 2,49,868 female voters. The total number of polling stations in 2008 Assembly elections in these seven constituencies is 707 compared to 568 in 2002. Pertinent to mention that three Assembly segments of Gurez, Bandipora and Sonawari in erstwhile Baramulla district now constitute the newly-carved district of Bandipora.

URI – The total number of electorate in Uri constituency for 2008 elections is 65,476 comprising 34,351 male and 31,125 female voters. The total number of polling stations in the constituency is 110. This Assembly constituency was won by Mr. Taj Mohi-ud-Din of Indian National Congress (INC) in 2002 election, who polled 20,460 votes defeating his nearest rival Mr. Mohammad Shafi of the National Conference (NC) by 184 votes. Mr. Mohammad Shafi polled 20,276 votes. The poll percentage in 2002 was 66.49.
The Uri Assembly constituency was represented by NC candidate Mr. Raja Mohammad Afzal Khan in 1957 and 1962. In 1967, the elections of Uri constituency was won by Mr. Mohammad Muzaffar Khan of the Congress party. In 1972, Mr. Mohammad Shafi won the Assembly constituency as an independent candidate and later in the years 1977, 1983, 1987 and 1996, he won from Uri as an NC candidate.

RAFIABAD – This Assembly constituency has 70,256 registered electorate for the coming 2008 elections which includes 36,282 male and 33,974 female voters. The constituency had 62,942 registered voters in 2002. The total number of polling stations in the constituency is 91. The Rafiabad Assembly constituency was won by Mohammad Dilawar Mir of NC in 2002 securing 11,576 votes out of 33,072 votes polled. Mr. Dilawar Mir defeated his nearest rival Mr. Abdul Gani Vakil of the INC by a margin of 632 votes. While Mr. Vakil polled 10,944 votes, the overall poll percentage in 2002 was 52.54.
The Rafiabad constituency was continuously represented by Ghulam Rasool Kar in 1957, 1962 and 1967. While in 1957 and 1962, Mr. Kar won as an NC candidate, in 1967 he won from Rafiabad as a Congress candidate. In 1972, the Rafiabad Assembly seat was won by Congress candidate Mr. Mohammad Yousuf Dar. In 1977 and 1983, this constituency was won by Mr. Dilawar Mir as NC candidate. In 1987, Mr. Ghulam Mohammad Khan won from Rafiabad on NC ticket. Mr. Dilawar Mir again won from Rafiabad in 1996 as JD candidate.
After joining PDP, Mr. Dilawar Mir resigned his Assembly seat and faced by-election on 24th April, 2006 which he won by defeating his nearest rival Mr. Mohammad Maqbool Mir of J&K NC. The total no. of registered voters for the by-elections in which 4 candidates were in the fray were 67026 which included 34,708 male and 32,318 female voters. A total no of 50,328 votes were polled includidng 27,534 male and 22,794 female voters. Also 293 migrant votes were polled. A total number of 50,328 votes were polled including 27,534 male and 22,794 female votes. The poll percentage in the said by-election was 75.52 while as 91 polling stations had been set up in the constituency.

SOPORE – The constituency of Sopore has a total of number of 89,395 registered electorate for the ensuing 2008 elections as compared to 76,779 in 2002 elections. The electorate this time includes 46,359 male and 43,476 female voters. The total number of polling stations in the constituency is 117. Mr. Abdul Rashid of INC was elected from this constituency in 2002 securing 2,062 votes out of 6,213 votes polled. The poll percentage was 8.09. Mr. Rashid defeated his nearest rival Mr. Abdul Ahad Vakil, of NC by a margin of 547 votes. Mr. Vakil polled 1,515 votes.
Sopore constituency was represented by NC candidate Mr. Abdul Gani Malik in 1957 and 1962. Mr. Ghulam Nabi Malik won the constituency in 1967 as a Congress candidate. In 1972 and 1977, Mr. Syed Ali Shah Geelani of JI won from the Sopore Assembly constituency. In the 1983 elections, Mr. Hakim Habibullah of NC was declared winner while as in 1987 Syed Ali Shah Geelani of JI again won from the Assembly constituency. Abdul Ahad Vakil of NC was declared elected from this constituency in 1996.

SANGRAMA –Assembly constituency has a total of 58,492 registered voters for 2008 elections including 30,235 male and 28,257 female voters. The total number of electorate was 46,566 in 2002 elections. The total number of polling stations in the constituency is 82. PDP candidate Mr. Ghulam Nabi Lone was elected from the constituency in 2002 securing 3,697 votes out of a total of 10,294 votes polled. The poll percentage was recorded at 22.10. Mr. Lone won by a margin of 1,059 votes defeating NC candidate Mr. Mohammad Yousuf, who polled 2,638 votes.
The Sangrama constituency was won by NC candidate Mr. Ghulam Rasool in 1977 and 1983 Assembly elections. In 1987, Mr. Mohi-ud-Din Bhat won as NC candidate while as in 1996, Mr. Mohammad Maqbool Lone of NC was elected from the constituency.
Due to the assassination of Mr. Ghulam Nabi Lone, by-elections were held in Sangrama constituency on 24th April, 2006 in which independent candidate Shoib Nabi defeated his nearest rival Mr. Javid Hussain Baig of PDP. The total number of registered voters for the by-elections in which seven candidates were in the fray was 55,548 which included 28,804 male and 26,657 female voters. Besides, there were 87 migrant voters in the constituency. A total number of 35,034 votes were polled including 19,732 male and 15,302 female voters. Also 87 migrant voters were polled. The poll percentage in the said by-election was 63.30 while as 82 polling stations had been set up in the constituency.

BARAMULLA – Baramulla constituency has 73,587 registered voters including 38,117 male and 35,470 female voters for 2008 elections. In comparison, there were 73,274 voters for the 2002 elections. The total number of polling stations in the constituency is 107. Mr. Muzaffar Hussain Baig of the PDP won the Assembly constituency in 2002 elections when he defeated his nearest rival Mr. Ghulam Nabi Kachru of NC by a margin of 2,849 votes. Mr. Baig polled 6,833 votes out of the total 17,693 votes polled. Mr. Kachru polled 3,984 votes. The total poll percentage was recorded at 24.14.
In 1957 and 1962, Baramulla constituency was represented by NC candidate Mr. Harbans Singh Azad. In 1967, Mr. Shams-ud-Din was elected from Baramulla Assembly segment while as in 1972, Mr. Ghulam-ud-Din Shah won the Assembly seat. In 1983 and 1987, Mr. Sheikh Mohammad Maqbool of NC represented the constituency. Another NC candidate Mr. Mujahid Mohammad Abdullah represented the constituency in 1996 elections.

GULMARG – The constituency of Gulmarg has a total number of 81,662 registered electorate for the ensuing 2008 elections as compared to 70,378 in 2002 elections. The electorate this time includes 42,408 male and 39,254 female voters. The total number of polling stations in the constituency is 109. Mr. Ghulam Hassan Mir of PDP was elected from this constituency in 2002 securing 27,737 votes out of 35,486 votes polled. The poll percentage was 50.42. Mr. Mir defeated his nearest rival Mr. Sheikh Mustafa Kamal of NC by a margin of 19,988 votes. Mr. Kamal polled 7,749 votes.
Gulmarg constituency was represented by NC candidate Mr. Mohammad Akbar both in 1957 and 1962 while as S. Surinder Singh won the 1967 Assembly elections on NC ticket. In 1972, Mr. Surinder Singh again won, however this time as Congress candidate. In 1977, Mr. Mohammad Akbar Lone of NC was declared elected while as in 1983, this constituency was won by NC candidate Ghulam Hassan Mir. In 1987 and 1996, the constituency was represented by Dr. Sheikh Mustafa Kamal.


PATTAN –This Assembly constituency has a total of 78,907 registered voters for 2008 elections including 40,595 male and 38,312 female voters. The total number of electorate was 69,803 in 2002 elections. The total number of polling stations in the constituency is 82. NC candidate Moulvi Iftikhar Hussain Ansari was elected from the constituency in 2002 securing 15,268 votes out of a total of 29,008 votes polled. The poll percentage was recorded at 41.55. Mr. Ansari won by a margin of 2,184 votes defeating INC candidate Dr. Abdul Ahad Yatoo, who polled 13,084 votes.

The Pattan constituency was won by NC candidate Mr. Ghulam Mohamad Jalib in 1957 and 1962 while as in 1967 Assembly elections NC candidate Ghulam Rasool Dar was declared elected. In 1972, Mr. Ghulam Qadir Bedar won as INC candidate while as in 1977, Mr. Abdul Rashid Shaheen of NC was elected from the constituency. In 1983, Moulvi Iftikhar Hussain Ansari was declared elected as INC candidate while as in 1987 NC candidate Aga Syed Mehmood wrested the seat. Moulvi Iftikhar Hussain Ansari again won the seat in 1996 as Congress candidate.
After Moulvi Iftikhar Hussain Ansari resigned the seat, by-elections were held in Pattan constituency on 24th April, 2006 in which NC candidate Sheikh Mustafa Kamal defeated his nearest rival Moulvi Iftikhar Hussain Ansari of PDP. The total number of registered voters for the by-elections in which four candidates contested was 76,356 which included 39,313 male and 37,043 female voters. A total number of 52,663 votes were polled including 30,845 from male and 21,818 female voters. The poll percentage in the said by-election was 68.99 while as 91 polling stations had been set up in the constituency.
