| Maintain close rapport for up-to-date monitoring of works: CM to DDCs, ADDCs | | No district functionary to leave the district without DDC’s permission | | Jammu, September 12– Chief Minister Mr. Ghulam Nabi Azad while addressing a high level meeting of District Development Commissioners and Additional District Development Commissioners of Jammu division here Tuesday emphasized upon them to work in close coordination and they will be held responsible for overseeing and monitoring all development works in their respective districts.
He said that in order to strictly enforce implementation and execution of works in the districts, they are empowered to take action against erring officials on spot and also recommend action against any senior officer working in the district to the government.
Chief Minister also advised them to ensure that no officer of the district, tehsil or block level leaves the district without permission of District Development Commissioner.
In a land mark decision taken in the meeting Chief Minister authorized District Development Commissioners, in order to strengthening functioning in the district, to transfer any revenue officer from Patwari to Tehsildar level in their respective districts without seeking any approval from Administrative Department.
While all the District Development Commissioners and Additional District Development Commissioners gave their presentations with regard to monitoring of works, Chief Minister appreciated that they have gone deep in their work and have monitored all mega, medium and minor works under execution.
When it was brought to the notice of meeting that in various cases despite of availability of adequate funds and passing up tenders some contractors have not come forward to execute the works, the Chief Minister directed for submitting the list of these contractors for taking decision to blacklist them.
He advised that while executing the works locally available material and manpower be utilized so that while executing works in far-flung areas, villages, blocks, tehsils and districts locals are able to get engaged in economic activities.
Chief Minister said that the novel monitoring mechanism set in place with Additional District Development Commissioner in every district to be incharge of the system is aimed at ensuring timely execution of the works on ground for speedy creation of developmental infrastructure like road connectivity, construction of buildings, PHE schemes, health centers, school buildings in districts, tehsils, blocks and villages. He said earlier lot of complaints were received that works were being shown executed on papers but not on ground and no independent agency was their to certify the veracity of the complaints. He said that keeping these flaws in view Additional District Development Commissioners have been assigned the task to remain mobile for at least three weeks in a month in their respective districts and monitor the physical execution of works and report day-to-day progress on each work.
Chief Minister said that keeping this in view the Additional District Development Commissioners were given full charge and powers to oversee the physical progress and execution of schemes on ground. They have also been authorized to take stringent action against erring officials in consultation with District Development Commissioners of their respective districts. |
