AJKLTF alleges irregularity in Education department' promotions

DODA, Aug 6: All Jammu Kashmir and Ladakh Teachers Federation aft.with Akhil Bharatyia Rashtryia Shakshik Mahasangh today demanded removal of alleged discrimination in promoting teachers/masters as lectures and Zonal Education Officers in the department.
Jammu Kashmir (UT) President Devraj Thakur in a press statement here today said that the School Education Department has ordered promotion of Masters and Teachers as in-charge lecturers and Zonal Education Officers allegedly in violation of rules in 2020-21.AJKLTF received several informatios from Teachers and Masters alleging "fraud" in the promotions in recent past.
"Those who have been promoted have obtained their PG degrees during services through distance and regular mode from outside state universities. They have been preferred to those who have entered the department as post graduate candidates." Thakur alleged.
Thakur expressing his anguish over it said the "lacunas" were observed by verification teams from DSEJ and DSEK which stands mentioned in tentative seniority lists. However, these candidates, whose degrees were allegedly questionable, have been promoted as in-charge lecturers and Zonal Education officers".
"During the verification of their degrees, it was established that scores of in-service Masters have obtained their degrees through distance and regular mode without taking permission from the department. They have not maintained the leave record on their service books for the same period," Thakur said.
Already, the government order number 940 of 2017 issued by Education Department prohibits Teachers and Masters from obtaining degrees without prior permission and without marking leaves in their service books."Many masters and teachers have violated the department rules in Jammu as well as in Kashmir division. Ironically, all of them have been promoted to the post of lecturer and zonal education officers by the department," the AJKLTF leader said.
Thakur said earlier in 2017, the issue was referred to General Administration Department (GAD) for its remarks to authenticate the degrees obtained from study centres of outside state universities.
The education department had set certain conditions for verification and authentication of the degrees obtained from study centres of outside state universities. "As per the government order 940 of school education department issued in 2017, the GAD had advised the department to devise a department-specific mechanism as envisaged in government order number 252-HE of 2012, dated May 30 of 2012. Masters who have got PG degrees from un recoganized universities and study centres without doing bridge course have been given the benefit of promotion while as people who enter department as PGs from reputed state universities have been left high and dry," Thakur alleged said.
Thakur further alleged that "Earlier also the department have involved in a big scam in promotion of teacher as Masters. As per promotion list issued by the Director School Education Jammu vide No. SEJ/NG/M/Prom./7255/681 dated 11th February 2014, 1193 teachers had been promoted as Masters. Of these over 450 teachers were reportedly promoted on the basis of B.Ed degrees obtained from Open Universities through distance-mode particularly from Jamia Urdu Aligarh University (UP) and other study centres of fame universities.
