| First round kicked off | | Notification for 10 seats issued, polling on Nov 17 | | EARLY TIMES REPORT JAMMU, Oct 24: The election process has been formally set into motion with the issuance of notification for first phase of elections polling for which is to be held on November 17. Two districts of Ladkakh and one each of Kashmir Valley and Jammu –Bandipore and Poonch –comprising ten assembly constituencies are going to polls in first phase. None of the political parties except Panthers Party and BJP has announced names of their nominees to contest election in first phase. The Panthers Party and BJP too have announced only few of their candidates. While no major poll activity has been noticed on first day of the notification reports said that six candidates procured election nomination forms in Mendhar constituency of Poonch district. No other candidate has either procured forms or filed nominations anywhere in four districts. Earlier today the Governor of Jammu and Kashmir in exercise of powers vested in him under sub-section (2) of section 27 of Jammu and Kashmir Representation of People's Act 1957 and as recommended by the Election Commission of India, has issued Notification for holding of Assembly Elections under phase 1st in 10 constituencies of the State in accordance with the provisions of the said Act and of the rules and orders made there under. The constituencies spread over Bandipora, Leh, Kargil and Poonch districts are Gurez, Bandipora, Sonawari, Nobra, Leh, Kargil, Zanskar, Surankote, Mendhar and Poonch-Haveli. Meanwhile, election arrangements were reviewed at a high level meeting in Srinagar this evening with Governor, Mr N N Vohra, in the Chair. Dr Sudhir S Bloeria, Advisor to the Governor (Home) was involved in the discussions, besides other concerned officers, including Chief Secretary, Mr S S Kapur. Dr. Bloeria informed the meeting that all necessary arrangements for the smooth conduct of polls in a transparent, free and fair manner have been made. It was indicated that the nomination process has begun in respect of the 10 Assembly Constituencies in which the polls would be held in the first phase. The Governor was informed that the poll training schedule has been finalised for the State Government employees for conducting the first phase of elections in ten Constituencies of Bandipora, Leh, Kargil and Poonch districts and the training of the designated employees was proceeding as per the schedule. The Constituencies to go for polls on November 17 are, Gurez, Bandipora, Sonawari, Nobra, Leh, Kargil, Zanaskar, Surankote, Mendhar and Poonch-Haveli. These Constituencies will have 1064 Polling Stations and shall be manned by over 5000 officials. The meeting also discussed the various proposals regarding rewards/ incentives for the employees who will be engaged in the polling duties. The meeting reviewed logistical arrangements for the Darbar Move and considered a proposal for enhancement in the Rent Compensatory Allowance (RCA) for the "move" employees of the State Government who, not being provided Government accommodation would need to have accommodation with effect from November 1, 2008, when they leave for Jammu. The enhanced rent would be promulgated in the next few days. |
