JKEEGA appeals LG, CS for resolution of issues

JAMMU, Aug 31: Guidance Council an apex body of the Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] met here in Jammu under chairmanship of Sachin Tickoo, General Secretary in which among others Chief Engineers, Superintending Engineers, Executive Engineers also participated in full strength.
The Guidance Council deliberated the progress made on the issues of the power engineering fraternity and members were unanimous in resenting the cold shoulder approach of the Union Territory Administration towards the burning issues pertaining to the engineering fraternity.
The participants strongly highlighted that the Current sitting Managing Directors/ Chief Engineers/Superintending Engineers are all Assistant Engineers and most of the sitting Executive Engineers are Junior Engineers in substantive capacity and are only officiating the higher assignments in -charge capacity with no emoluments of the higher positions. The regularization in PDD is pending since 2001.There is a backlog of 200 retired Engineers whose proposals had been sent to the establishment committee in the first instance, ultimately to be turned down by worthy Chief Secretary headed committee at highest level, demotivating the entire lot of engineers. These Assistant Engineers who joined in department in 1987 are still awaiting for their first regular promotion. Secondly there is no Assured career progression for Gazetted Engineers granted to the Engineering departments in J&K even though same cabinet which had approved the ACP in favour of the Gazetted Police and JKAS services had approved same in 2018. The formal order in this regard is still awaited in favour of Engineers.
The Fixed Travel allowance in favour of Junior Engineers is Rs 30 per month which was fixed some 40 years back. Since last ten years we have been demanding its enhancement to reasonable amount, but step motherly treatment has been done again by Finance Department who have enhanced the same for Patwaris, Naib Tehsildars but declined in our favour.
There are nearly 400 vacancies of Junior Engineers, but since last 5 years no recruitment has been taken up, thereby hampering the Feeder management and assets have increased manifolds since last five years.
A number of vacancies at level of Assistant Engineers/Assistant Ex.Engineers/ Executive Engineer/Superintending Engineers /Chief Engineers are vacant despite available eligible candidates at all levels.
Further JKEEGA seeks that GO No- 795-JK (GAD) of 2021 dated -26.08.2021 should keep in abeyance as it denigrates the position and the protocol of Superintending Engineer/Executive Engineers wherein they have been told to get their APRs initiated from Deputy Commissioner. Moreover the nature of duties of Power Employees is 24x7 and it is not possible to keep field staff in offices stationed from 10 to 4.30pm for attendance purposes as they have to attend to the field duties 24x7 as sufficient manpower is not available to divide the 24 hour's in a day into shifts. The calling of explanations by Deputy Commissioners/SDMs of Assistant Ex.Engineers/ AEs/JEs and field staff is uncalled for and we strongly resent it and such actions should be desisted from.
JKEEGA Guidance council has made a fervent appeal to His Excellency LG Manoj Sinha Ji and Dr. Arun Kumar Mehta Chief secretary JKUT for early resolution of the long pending issues which have been consistently ignored and kept at bay by the Administration till date. This shall go a long way to boost the morale of the fraternity and bring turnaround to the ailing power sector of J&K.
Guidance Council further gave consent to the Executive body that in case the Government keeps its policy of subjugation of engineers as a policy and ignores our basic issues, then the agitational path should be adopted by the leadership in consultation with all the stake holders and responsibility of such action shall lie on the management.
