| Centre to give internal incentives to scientists | | | AGENCIES CHANDIGARH, Oct 30: The Centre proposes to provide internal incentives to scientists and will come out with a framework legislation next week on how rights on technologies developed by scientists should be shared among them, the scientific institutions they work in and the funding agencies. "A bill will be taken to the Cabinet next week in connection with granting incentives to the scientific community," Union Minister of State for Science and Technology Kapil Sibal said after laying the foundation stone of 'Centre for emerging areas in Science and technology' at the Panjab University campus here today. The legislation will come out with a series of guidelines, he said. One-third of the incentive amount will be given to the particular scientist, who created intellectual property, in the form of royalty fee, and another one-third of the money will be given to the department where he is working, Sibal said. The remaining portion will go to the funding agencies. He said that scientists and professors of universities will be allowed to set up a Centre on intellectual property rights obtained by them. At present, funding agencies and scientific institutions follow different strategies for sharing the benefits of the IPRs generated by scientists. The legislation is expected to be on the lines of the US' Bayh-Dole Act. Under the Act, scientists working in American universities are allowed to retain ownership to inventions and discoveries they make under federally-funded research.In turn, universities are expected to file for patent protection and to ensure commercialisation upon licensing. The royalties from such ventures are shared with the inventors, with a portion provided to the university and the department or college and another provided for supporting the process of technology transfer to the industry. |
