| Observer reviews poll arrangements in Leh | | | EARLY TIMES REPORT LEH, Nov 4: The Election Observer for Leh and Nobra constituencies which goes to polls on November 17, A.K.Kaluaram Meena today convened a meeting with the members of different political parties of Leh and had detailed discussions on all aspects of election arrangements, security measures, deployment of polling personals and appointment of Micro Observers, Magistrates, Zonal Magistrates and Sector Magistrates to ensure free and fair elections in the twin seats of the district. Highlighting the important aspects of the election code of conduct, Meena appealed the political parties to strictly follow the rules to ensure free, fair and transparent elections. He said that Ladakh has a good history of peaceful elections and this tradition should be maintained in the interest of general public. Meena sought fullest cooperation from all fronts to the district administration to carry out elections process in Leh in a tranquil manner. Pointing towards maintenance of the account of election expenditure by the contesting candidates, the Election Observer clarified that the expenditure of each candidate should not exceed by Rs.5 lakhs and the expenditure statement need to be submitted to the Election Observer on 5th, 12th and 18th of November 2008. The Election Observer also sought complaints from the political parties if they notice involvement of any government employees in election campaigns and adding that stern action shall be taken against the defaulters. The Election Observer clarified that zero tolerance would be made to those offenders who use liquor to lure the voters. The Deputy Commissioner Leh, A.K.Sahu, who is also the District Election Officer, briefed the meeting about the election arrangements, introduction of randomization system in deployment of Polling Officers, electoral rolls, EPIC Cards, comprehensive Photo and Video Coverage of polling proceedings, issuance of postal ballot papers to the service voters, fulfilling the voting rights of Government officials who are on election duty. He said that video and still photography would be made during the poll and the election Photo Identity Card (EPIC) would be issued within a week adding that 90% voters have already been covered under EPIC facility. |
