After ten-day recess, when Governor NN Vohra takes his chair at Civil Secretariat on reopening of Darbar in Jammu on Monday, the first thorny demand is come to from the people who cooperated with him during the times when politicians ran away.
Government officers and employees lent a huge cooperation to the Governor since he took over the responsibilities of the state government when Jammu and Kashmir was burning under Amarnath land row. Now they want the appropriate reward from him before Vohra hands over charge to elected government two months later.
The demand is implementation of the recommendations of Sixth Pay Commission and hike of retirement age from 58 to 60 years. This is something employees appear adamant about and the Governor has the obvious difficulties in view of prevailing Model Code of Conduct which ties hands of the government during elections.
Not ready to leave the issue to next government, the Government employees are up in arms demanding implementation of the Sixth Pay Commission and increase in the retirement age to 60 years from the present 58 years.
Meanwhile, Governor N N Vohra has decided to meet a group of representatives of employees, including Kashmir Administrative Services (KAS) officers on November 10 in Jammu, when the Darbar Move offices reopen in the winter capital.
Representatives of different employees' associations and unions, besides KAS officers union held a detailed meeting in Srinagar to appeal to the government to implement the Sixth Pay Commission and increase the retirement age from present 58 years to 60 years.
KAS officers union president Farooq Ahmad Renzu said the decision to implement the pay commission report was long due. He said Vohra had asked them to meet him in a delegation in Jammu on the first day of opening of Darbar Move offices.
Renzu said the model code of conduct presently in force in the State will not be applicable on the implementation of the pay commission reports and enhancing the age of retirement since this decision was taken before the announcement of elections. He expressed hope that Vohra will order for the implementation of the report in the state without waiting for the next government. Renzu said besides all employees, media and common people had also supported it.
However, others, including representatives of different employees union said besides implementation of the pay commission report, there are other issues which needed to be addressed by the government on priority basis.
They said if the government failed to take any favourable decision, they would be forced to take other measures. Besides demanding pay commission, they are also demanding among other things, regularisation of daily wagers and adhoc employees.
Official sources said the outcome of the meeting between Governor and employees federations and unions will have major effect on the polls as thousands of government employees were being engaged for the seven-phase elections in the state from November 17.
