Anantnag, Nov 14: In blatant violation of norms, the Executive Engineer at Flood Control Division Anantnag has extended the tender bidding and opening date to appease contractors.
The Executive Engineer has also modified the eligibility criteria without seeking requisite approval from the Superintending Engineer Hydraulic Circle Anantnag/Kulgam.
The unauthorized extensions and modifications have agitated the contractors and firms who have already submitted documents for bidding. “This is misuse of powers and more importantly it will delay the execution of project which NABRAD is funding,” they said, however wished anonymity as they fear that their utterances might irk the Executive Engineer and might later harass them while executing works of public importance.
According to reports, the Executive Engineer at Flood Control Division Anantnag last month floated tenders for construction of Flood protection works/ anti-erosion works in Nallah Brengi and its tributaries.
The tender [E-NIT No. 11 of 2021-22] was issued on 18th of last month while the date of opening bids was fixed on 9th of this month.
On 3rd of November, the Executive Engineer issued a corrigendum and extended bid opening dates by 6 days [15-11-2021] saying that he received ‘representations and telephonic conversation of various agencies’ who wished to participate in the tendering process. He says that the Superintending Engineer Hydraulic Circle Anantnag/Kulgam also agreed and approved for extending dates.
On 12th of November, the Executive Engineer Flood Control Division Anantnag again issued corrigendum and extended bid opening dates by 5 days as such fixed bid opening on 20th of this month, however this time the Superintending Engineer Hydraulic Circle Anantnag/Kulgam didn’t approve the extension.
In this extension, the Executive Engineer also modified the eligibility criteria without getting approval for the same which is blatant violation of norms.
Superintending Engineer Hydraulic Circle Anantnag/Kulgam G M Hajam admitted that he approved the extension of bid opening dates only once. “Yes, I approved the extension only once. I don’t know about the second extension,” he told Early Times over phone.
Executive Engineer Flood Control Division Anantnag Qazi Qudrat Ali didn’t attend repeated calls from Early Times.
Construction of Flood protection works/ anti-erosion works in Nallah Brengi and its tributaries in Kokernag area of Anantnag is a multi-crore project and is being funded by NABARD. Contractors fear that the delay in finalizing the tender may affect the project and its funding.
