Amidst rousing reception, CM addresses public gathering

R S Pura, SEPTEMBER 13 – Amidst warm reception, chanting of slogans, showering of flower petals and in the atmosphere of jubilance, thousands of people of R. S. Pura and its neighbouring areas thronged to Chief Minister Mr. Ghulam Nabi Azad who had announced recently creation of sub-division for R. S. Pura.
While addressing a mammoth gathering, Chief Minister said that the decision taken in the cabinet for creation of 8 new districts, 3 sub-divisions and 13 tehsils is far beyond what Wazir Commission had conceived and recommended. He said that creation of equal number of districts in Kashmir and Jammu has given befitting defeat to all such elements who believe in communal, regional, parochial and caste based politics.
Mr. Azad said that since he has taken over as Chief Minister, he has taken a vow to poise Jammu and Kashmir state towards prosperity and khushali by pulling it out of the morass of retrogress and turmoil through which it has passed during the past 17 years.
Chief Minister said that it is his earnest desire to make Jammu and Kashmir one of the model states of country, and people having heads high with pride.
Minister for Health and Medical Education Mr. Mangat Ram Sharma, Minister for R&B Mr. Gulchain Singh Charak, MP Mr. Madan Lal Sharma, Mayor Jammu Municipal Corporation Ch. Manmohan Singh, legislators Mr. Praduman Singh, Mr. Arvinder Singh, Mrs. Suman Bhagat, Ch. Gharu Ram and Mr. Sham Lal Sharma besides Mr. Janak Raj Gupta were also present at the public meeting that last till late in the evening.
Mr. Azad said that corruption was a stigma on the face of the state and the steps which have been taken during past 9 months against corrupt elements have started yielding effective results. He said Jammu and Kashmir is the first state not only in the country but in the world for enacting law with regard to attachment of property of proven corrupt elements. He said that when a European delegation came to the state, even they demanded copy of this legislation to serve as a model in their countries. He said the Act never remained limited to books but government while implementing it to attached property of seven corrupt officials. He said that this Act is applicable to all public
servants, which according to the Supreme Court interpretation, covers even ministers, legislators and other elected representatives.
Chief Minister said that after taking marathon review meetings at the secretariat and District Development Board Meetings in various districts, he was informed that various schemes and projects for which money from the exchequer was drawn, were only on papers but not existed on ground. He said establishment of novel system of additional District Development Commissioners in the state, which is also another first step in the country has provided for going deep to monitor physical execution of works on ground. On one hand Additional District Development Commissioners have proved assistance to District Development Commissioners and on the other hand the administrative system at tehsil, block and village level has been made mobile and effective for redressal of grievances of people on spot.
