| Execute all pending schemes before Nov: DC | | | JAMMU, SEPTEMBER 13 - Deputy Commissioner Jammu Mr Hirdesh Kumar Singh convened a meeting of the sectoral and district officers to review the physical and financial achievements of different developmental programme under execution during the year 2006-2007 and to discuss, finalize the schemes based on cluster approach under BADP at R.S. Pura, this morning. The Deputy Commissioner complimented the Additional District Development Commissioner for conducting surprise inspections of various developmental works, and said that this will pave way for rooting out corrupt officers as well as malpractices from the system. Mr. Singh also apprised the sectoral and district officers of the directions of the Chief Minister whereunder names of five non-performing and corrupt officers have to be forwarded by him every month with his recommendations. He warned officers to shun laxity and work with dedication and sincerity. Exhorting upon them to achieve targets, he said, that dereliction of duties would force him to recommend the name of defaulters to Chief Minister for suitable action. The Deputy Commissioner also instructed the officers not to leave their stations and place of posting without seeking his prior written permission, lest this would amount to action under law. On the slow execution of development activity, Mr. Singh gave directions for the black listing of contactors who have failed to execute the works within stipulated time frame. He said that the contractors, who do not execute the work despite money being allocated to them or after passage of substantial period too would be black listed. He said that 80 percent the sanctioned liquidated amount for schemes should be expended on the development activity by ending November positively. The Deputy Commissioner also instructed the officers to forward realistic and correct estimations on flood related damages to office so that the same may be forwarded to the higher authorities for central assistance. |
