Long charter of demands before Vohra on day 1

JAMMU, Nov 10: Adding buzz to the activity in Winter Capital city, the civil secretariat reopened here this morning on its biennial move.
The Civil Secretariat and the other offices associated with Darbar Move reopened, in the Winter Capital morning amid enthusiasm. The Civil Secretariat had closed in Srinagar on October 31 while the other Move offices closed on November 1.
Governor, N N Vohra, arrived at the Secretariat at dot 9.30 a.m and was presented Guard of Honour by a smartly-attired contingent of the Jammu and Kashmir Police.
Vohra was received by his Advisors, H H Tyabji, Dr Sudhir S Bloeria and C Phunsog, besides the Chief Secretary, S S Kapur, Director General of Police, Kuldeep Khoda, senior officers and the employees of the Secretariat.
The Governor inaugurated three newly-laid Clerical Halls of the Works, Finance and Planning Departments. The Halls have been designed on modern lines with the avowed objective of creating a congenial atmosphere for the employees to perform their duties smoothly. The development of these new Halls marks the commencement of a series of steps to transform the obtaining work culture. The essential premise of the modernization programme is that the employees shall work more productively in a conducive environment.
The Commissioner, General Administration Department, Mr Basharat Ahmed Dhar, gave a detailed briefing to the Governor about the various measures which were underway in regard to the office and residential accommodation of the employees. Mr Vohra went around various offices in the Secretariat and interacted with the employees.
After completing the inspection round of the Secretariat, the Governor held a meeting with his three Advisors and the Chief Secretary to rapidly review various important matters, including the arrangements for the Elections in the State.
Later, a 33-member delegation of the Employees' Joint Consultative Committee, led by its Chairman, Mr Farooq Renzu, called on the Governor and discussed various problems with him. Among other matters, the EJCC discussed the need for urgent rationalization of the retirement age of the State employees, harmonization of the number of working days a week, time-bound enforcement of the 6th Pay Commission recommendations to the State employees etc.
The Governor informed the EJCC of the work underway with regard to the aforesaid issues and while assuring the employees that the Government will settle all issues in an equitable manner, he reminded them that enhancement of privileges shall have to be necessarily viewed alongside a critical review of the overall employees' strength in the State.
