| Bhandari reviews elections arrangements | | | EARLY TIMES REPORT JAMMU, Nov 11- District Election Officer, Jammu, Dr. Mandeep K. Bhandari on Monday convened a meeting of Returning and Assistant Returning Officers to review the pre poll arrangement for all the 11 constituencies of Jammu district going to poll on December 24, 2008 in 7th and last phase. Dr. Bhandari instructed ROs and AROs to complete the work of updation of electoral rolls involving deletion, additions, corrections and dispose off the cases on daily basis and also prepare a list of absentee voters to avoid bogus voting. DEO instructed all concerned ROs/AROs to collect EPIC check list from CEO office and verify the entries with respect to photo of voters, relation, age and address etc. so that EPIC can be printed and distributed well in time. Further the ROs and AROs were instructed to submit three sets of constituency maps indicating all necessary information which are to be used by the Election Observers, security persons, other agencies. Dr. Bhandari took extensive constituency wise review with respect to transport plan, poll arrangements and setting up of auxiliary polling stations. He categorically instructed the Returning officers to set up auxiliary polling stations with in the existing locations as per the guidelines of Election Commission of India and personally to visit the locations of polling stations to verify the condition of buildings, ramps, location and nomenclature of the polling stations. DEO advised all the ROs to set up headquarters with suitable space for strong rooms and dispatch of EVM/election material in their respective constituencies and communicate the same with all details to DEO and CEO. All the Tehsildars were instructed to verify the brass seals and rubber stamps for all polling stations and find out discrepancies so that same can be procured, manufactured well in time. Bhandari advised all the ROs and AROs to go through ROs handbook and J&K Representation of People Act, 1957 and keep them self abreast with latest guidelines and up dates from Election Commission of India. He stressed upon focused efforts and advance planning with respect to training of presiding/polling officers, distribution and collection of postal ballots for service voters and completion of other related works within specified time frame. He also instructed all ROs to make an inventory of available man power for handling various election related assignments; constitute teams for strict administration of Model Code of Conduct and keep unedited video graphic and photographic records of all the important activities related to election process to avoid any confusion/controversies at later stages. All RO were instructed to set up help lines in their respective constituencies and to man them round the clock so that timely disposal of complaints be carried out. He also informed the ROs that Election Commission of India has appointed the observers for all the 11 assembly segments who are assuming charge very soon. |
