Keep watch on militant strategies

Since the beginning of poll announcement there has not been any major incident of militant violence directly focused on political activities but this does not mean that militants may be lying low. Abandoning the mechanics of large massacres and targeting the security installations or public utilities, the militants have apparently brought a shift in their strategy while executing insurgency in Jammu and Kashmir. If one sees that recent incidents in Srinagar city, its outskirts and some areas of Doda and Udhampur district the shift in operational strategy of militants is quite visible. Even though they have come to smaller attacks and smaller mechanics but that does not mean that their over striking capacity have come down. There were lesser militant attacks in winter months and many thought that militancy was on decline. In fact the militants use the winter months to build up their logistics and then they strike during the summers. The sudden rise in incidents of terrorist violence with the onset of summer is an indication in that direction. In fact for past over a year and half the security experts have been noticing shift in the militant strategy. The overall security situation in Jammu and Kashmir since last year showed a shift in the strategy adopted by militants, who used more grenades through Over Ground Workers to attack targets like tourists and pilgrims. While there were fewer 'fidayeen' and car bomb attacks in 2006, the strategy was to use more grenades through Over Ground Workers, according to the security reports. The reports say that Pak-based and ISI-sponsored Lashkar-e-Taiyba, Al-Badr and Hizbul Mujahideen continued to attack soft targets. However, infiltration declining marginally because of heightened surveillance and more focused counter operations on the Line of Control (LoC). As many as 593 terrorists, including over 50 top commanders, were neutralised during the last year. During the year under review, incidents of violence in the North Eastern states showed a marginal increase, though the number of civilians killed came down. In fact the shift in strategy is a global phenomenon. It has been seen in all conflict areas of the world that when counter insurgency start focussing to counter one particular strategy of militants they immediately shift their plan to some new mechanic. This has been happening in Jammu and Kashmir as well, of late. To nail then out, forces will have to keep on studying their mechanics and give tat for every tit.
