| Vohra said over slow work on NH | | | EARLY TIMES REPORT JAMMU, Nov 12: Expressing dis-satisfaction over the slow pace of work on 4-lanning Project of the National Highway in Jammu and Kashmir, the Governor N N Vohra said that the avoidable delay results in causing continuing inconvenience to the people and serious cost-escalation. The Governor was reviewing the progress on the Project at a high level meeting held here this morning. Vohra stressed the need for conceptualizing the second phase of the Project, on the most urgent basis, keeping in view the local requirements and concerns of the various other agencies of the local Administration. He called for a dynamic approach towards resolving bottlenecks, if any, in the implementation of the Project, particularly in resolving all emerging issues, at high appropriate levels in the State and Central Governments. He also sought a time-bound Action Plan for completion of this Project and impressed upon the concerned officers to monitor the progress, both physical and financial, on regular basis. The Governor attached immense significance to the Highway Project and observed that all important issues shall be taken up by him at the highest level for expeditious resolution. The Chief General Manager, National Highway Project of India, K C Varkeyachan, informed the Governor that the Project envisages four lanning of the 400 kilometer Highway from Lakhanpur to Srinagar. Of this, work is apace on the 114 kilometer road from Lakhanpur to Jammu and the Srinagar By-pass, which is estimated to cost Rs 580 crore. He said that the first phase of the work is likely to be completed by September 2009. Varkeyachan said that preliminary survey and draft Detailed Project Reports are in the process of finalization for the remaining 282 kilometer road which is likely to cost Rs 8500 crore and would be completed in five years. The main feature of this phase will be reducing the present distance from Jammu to Srinagar by about 52 kilometers by constructing 14 tunnels, two of which will be about 9 and 8.5 kilometers each. In addition, 34 bridges of different dimensions would also be constructed on the Highway. The meeting was informed that the State Government has extended all possible assistance by ensuring the timely acquisition of land and clearance of the forest cases for the road Project. It was decided that an internal mechanism will be evolved for sorting out day-to-day issues with regard to the Project and a recommendation made to the Centre for taking up the Highway up gradation as a Project of national importance. The Governor directed the Revenue Department to release payments to the people whose land has been acquired for the Highway Project and complete this work by end of this month. Principal Secretary, Forests, M Iqbal Khandey, Principal Secretary to Governor, B B Vyas, Divisional Commissioner, Jammu, Sudhanshu Pandey, Commissioner/Secretary Revenue, Lokesh Jha, Secretary Works, Shailendra Kumar, Project Director NHWI, Col M K Jain, and the Additional Commissioner, Kashmir, Farooq Renzu were among others present in the meeting. |
