JAMMU, Nov 13: Besides lofty promises which are no lesser than the proverbial moon, the Panthers Party manifesto has one interesting projection –Bhim Singh as next Chief Minister of Jammu and Kashmir.
Panthers Party, it may be mentioned here, made first debut to the legislative assembly in 1996 with one seat and improved its tally to four in 2002. This time party claims that it will quench as many number of seats to stake Bhim Singh’s claim for heading the Government.
Bhim Singh today released Panthers Party manifesto for the Assembly Election 2008 emphasizing for constitution of delimitation commission, which is a constitutional mandate, making commitment to grant ST status, Paharis in the state and political reservation to the scheduled Tribe namely Gujjars, Bakerwals and Gaddis. The Panthers Party Chief declared in the party manifesto to grant refugee status to all the migrants who were forced out of POK in 1947, 1965, 1971 and in 1999. He assured the refugee from Pakistan who were settled by state administration in 1947 in J&K to look after international border that their descendents who were burn in Jammu and Kashmir shall be granted civil and political rights in Jammu and Kashmir as per international obligation and charter of United Nation.
Developing on two dimensions of J&K situation namely the one created because of the illegal occupation of one third of J&K by Pakistan and second worn out of the regional tension and discrimination, the panthers Party chief said that the Prime Minister visionary proposition to make LOC irrelevant is highly scientific and appropriate under the situation. Panthers party manifesto declared to open all routes between Jammu and Kashmir and POK which existed before 1947. The Panthers Party manifesto promised to regularized the services of SPOs and Rehbre-Talim Teachers who shall compete two years in service. The party of the promised the implement the sixth pay commission vis-à-vis employees of Jammu and Kashmir.
The panthers party declared that the constitution shall be amended to the effect that their shall be no detention without trial and detenues who have completed two years under PSA shall be released forth with. The panthers party promised a comprehensive package for providing work and job to the unemployed youth and Rs. 3000/- per month for every unemployed youth till he gets job.
The panthers party manifesto adopted delhi declaration of JKNPP which stands for amendment in Article 370 so as to empower parliament to legislate in respect of J&K at least on the subjects which were included in the Instrument of Accession by the rulers of the state in 1947. the party also stands for a regional assembly for each region and a federal assembly for the entire state so that the federal assembly could deal with concurrent matters and the state assembly could deal with the state matters.
