Reducing number of ultras to less than 200

There has been heightened operation by security forces against militants in Jammu and Kashmir in the recent past. As a consequence, it is for the first time in the history since militancy erupted in J&K that number of militants has been reduced to less than 200. In fact the top security establishment said that it has been able to bring the number of local militants to less than 100, saying that there are now only 85-86 of them active.
As per official data, 128 youth who had joined militant ranks this year, 70 percent of them were either killed or arrested. Among the 168 militants killed, 19 were foreigners including top commanders.
In the just concluded winter session of the Parliament, Ministry of Home Affairs informed that as on November 15 this year, 35 army, paramilitary personnel besides army soldiers were killed along with 40 civilians in J&K, mainly in the valley.
Pertinently a 2018 study by security agencies in J&K found that every time a gunfight took place in Kashmir, there was a surge in recruitments and new inductions into the militancy far exceeding the “militants killed in operations’. In a sense it would render even successful counter-militancy operation a zero-sum game. However of late, as per the top police and army officers, there has been discernable change in the trend.
The number of new recruitments this year has reduced, army and police maintain. Also the “senior youth” which according to a top army officer is beyond 20, 21 or above age are not joining militant ranks.
Having finding it difficult to join from this rank, the army officer said militants have started to recruit in age pocket of 15-16 years. This is a disturbing and needed to be arrested while sustaining the effort that “senior youth” are not joining. The second trend, the army officer said, is that youth they are no more proud of themselves of picking of weapons. At the same time, the officer said that they are not declaring their names and they are hiding their identity.
It in a sense indicates that security establishment has to work hard to find the militants who might be joining.
While security establishment should be proud of their feat of being able to breach 200-mark of militancy, efforts should be made to maintain peace as well as pressure on remaining youth who still wield the gun.
