Employees on warpath: strike on Nov 20
Agenda: 6th Pay Panel Implementation, Retirement Age Hike

Encouraged by a positive statement of the Election Commission and not in any mood to relent or wait for the next government, the associations of employees, including KAS officers, have literally announced to lock horns with government to press for immediate redress of their issues.
The Joint Consultative Committee of the employees of all cadres, excluding All India Services, have been pressing for enhancement in their retirement age from 58 to 60 years and implementation of the recommendations of Sixth Pay Commission. Actively supported and inspired by the KAS officers association, the Joint Consultative Committee has called for pen down strike on November 20. “We want to convey to the State Government and Election Commission that we are one and we want our demands met”, said a spokesman of JCC.
The Governor’s administration, it is learnt, had agreed in principle to address both demands but before it could do so the Model Code of Conduct came into force. Despite MCC, the Government appears to have remained considerate enough in meeting these key demands and therefore the proposal was forwarded to the Election Commission for clearance.
During two-day J&K tour last week, the Chief Election Commissioner of India N Gopalaswami had confirmed at a press conference here that the proposal has been received and is being examined by the Commission. This has apparently encouraged the employees as they see a possibility these major demands being met even during enforcement of the Model Code of Conduct.
The JCC has decided to observe November 20, as Mass Unity Day by observing complete one-day strike in all departments in all three regions of J&K State viz Jammu, Kashmir and Ladakh, in order to show unity of all 5 lakhs employees of the State. The observance of mass unity day is amid as to impress upon government and Chief Election Commission to realize the unity of all State Employees for these genuine and constitutional issues and take appropriate action for their acceptance.
The JCC believes in peaceful and democratic method to achieve their goals through constant negotiations and dialogue including regularization of all temporary employees, uniform work culture and announcement of minimum wages.
JCC has already pointed out to government that J&K State is the only State where IAS, IFS and IPS Officers retire at the age of 60 and those who belong to State services retire at 58 which is unconstitutional and biased method particularly in the State.
The Premier Association's of officers and employees including KAS Officers Association, EJAC (K) EJAC (Jammu) and EJAC (Q) Secretariat Coordination Committee, Public Sector Employees Unions, Doctors and Engineers Associations, Gazetted and Non-Gazetted Unions of all major and other departments, corporations and autonomous bodies have decided to participate in the mass unity day on November 20.
However, JCC has decided to exempt hospitals from the strike on November 20. JCC extends its thanks to all sections of societies, All India Local Service Federation all officers and employees of local services of 28 State and Union territories, who have realized the discriminatory treatment with local service of Jammu, Kashmir and Ladakh and supported genuine demands of 5 lakh employees of the state.
Meanwhile, the executive committee of KAS Officers Association held its meeting at Jammu and fully endorsed the call given by JCC for 20th November and also stated that 6th Pay Commission recommendations should be implemented soon and discrimination in different services should be removed.
The President of the KAS Association, Kh. Farooq Ahmad Renzu, Additional Commissioner, Kashmir, Mr. Kifayat Rizvi, Custodian General, General Secretary, Mr. Ravindra Gupta, Additional Secretary Social Welfare, Mr. Anoop Kana, Special Secretary Education, Mr. Showkat Ahmad Mir, Director Horticulture Planning, Mr. Masood, Additional Secretary PWD, Mr. Manzoor Lone, Managing Director SRTC, Mr. Jatinder Gupta, Additional Secretary Education and executive members of the Association and other members of the Association have fully endorsed the programme.
