Ensure 70% lapsed funds for PRIs under CAPEX are utilized for welfare: AJKPC urges LG

JAMMU, Jan 9: All Jammu & Kashmir Panchayat Conference (AJKPC) today urged LG Manoj Sinha to ensure that 70 percent funds which were exclusively earmarked for Panchayat Raj (PRIs) under CAPEX in the current financial year should not lapse and be used for the welfare of the people.
"It has been learnt that the elected representatives of the people are scheduled to meet the Lieutenant Governor over our demand for utilization of the approximately 70 percent funds which were exclusively meant for PRIs under CAPEX. We reiterate our demand that these funds should not lapse at any cost and the demand of elected representatives should be conceded religiously," Anil Sharma, UT president of AJKPC said in a statement here.
The AJKPC leader said that the government had earmarked Rs 23 lakh each for over 4,000 Panchayats in the union territory while this amount was Rs 25 and Rs 75 lakh for every BDC and DDC respectively.
"Till December 31 last year, only 18 to 22 percent funds out of the Capex budget were utilized while the remaining money was pending with the concerned department. The non-utilization of these funds has caused a big setback to the PRIs in Jammu and Kashmir."
Sharma said that non-utilization of these funds were an outcome of utter negligence of the bureaucracy which laid stress on e-tendering but could not issue tenders on time nor the tendering process completed, thereby causing such a huge loss to J&K people. He said the Central government and the UT administration should keep the sensitivity of the matter and larger interest of the people in mind while taking a decision on the issue.
