Poonch, Jan 17: The dilapidated condition of roads in districts like Rajouri and Poonch speaks volume of negligence of the concerned Public Works (Road and Building) Department, which have become nuisance for locals. Moreover the overstaying Junior Engineers and Assistant Engineers etc have been ruling the roost in the department which has virtually derailed the functioning of the department. Locals alleged that the substandard quality of material used in blacktopping have made the condition of road worse. They alleged that the road especially in Mendhar, Mandi, Poonch and similarly in Rajouri several roads in vital points are in dilapidated conditions.
“Despite repeated complaints to the department for their repair but nothing has been done. It has been observed that in many cases road works are allotted without tenders, which led to low quality of work as no accountability is fixed for such work,” they alleged. They said that the contactors, who are found accused of doing substandard works should be blacklisted.
In order to hide their misdeeds, the department has denied RTI reply in many cases and it has been alleged that RTI applicants are threatened for taking back their applications, which clearly shows that malfunctioning has been going on in the department.
One of the major reasons behind malfunctioning has been attributed to the overstaying of several JEs, AEs in the department who have developed a nexus with their blue eyed contractors.
