| Govt enforces official publicity norms | | All advertisements to route through information department | | EARLY TIMES REPORT JAMMU, Nov18: The State government has issued Circular instructions to all Heads of Government Departments and Autonomous Bodies asking them not to release official advertisements directly to newspapers, bypassing the designated Nodal Agency of the State Information Department. The delinquent heads of offices have been warned with disciplinary action under rules. All Administrative departments have been directed to issue instructions to their subordinate offices and field functionaries for compliance of the Circular directions. The Circular instructions clearly states that the Information department is the central agency through which the advertisements should be routed as it is charged with the responsibility of giving fair deal to all registered and approved newspapers having sufficiently wide circulation and of making payments to newspapers carrying such advertisements as per the rates and space norms determined by the State Information Department. The Government, through the medium of the Circular issued, has stated that even where, due to oversight, provision has been authorised for publicity through print media in case of any department/office in the State government, the same shall be deemed to have been withdrawn with immediate effect, adding that delinquent Heads of Offices shall render themselves for disciplinary action under rules. The Circular further states that the Finance Department from time-to-time in the past and also during the course of budget discussions with them last year, had been issuing instructions to departments and subordinate offices reiterating this position of rules. As a restraining measure, Finance Department had taken a conscious decision not to keep provision for publicity through newspapers in the Demands for Grants of various departments but provide funds for the purpose centrally in the grants of State Information Department. However, the Circular further adds, despite all these measures, a number of instances of violation of restraining provisions of Rule 7.35 and the instructions issued in this behalf have come to the notice of the Finance Department. The Circular further states that non-observance of extant rules and instructions by Government offices results in advertisements getting carried by newspapers having little or no circulation thereby defeating the very purpose of ensuring wide publicity. Moreover, at times, newspapers increase the spread of such advertisements beyond norms fixed/regulated by the State Information Department, which causes avoidable financial loss to the State government, the Circular adds. |
